With the development of our country economy, the increase of energy consumption, China’s carbon dioxide emissions continue to increase. At the sanme time, as global warming accelerates, the voice of emission reduction is increasing in the world. But China’s carbon dioxide emissions is difficult to come down in the short term, in key stage of industrialization we can not reduce emissions at the expense of economy development. We should work hard in eliminating backward production capacity, integrating superior resources, improving industry performance aspects. In such a case the study on the efficiency of China’s current carbon dioxide emissions has very strong practical significance.The goal of this paper is to measure the efficiency of carbon dioxide emissions in China, then analysis the factor of the efficiency of the regional carbon dioxide emissions. Firstly this article reviews relevant literature, analyzing the efficiency of carbon dioxide emissions and other related concepts, describing several different ways in measuring the efficiency of carbon dioxide emissions for comparison. Secondly this paper measures efficiency of carbon dioxide emissions of our industry and region using Malmquist index which bases on directional distance function. Finally, we analysis the impact of the economic development, energy, industrial proportion, city level on efficiency of carbon dioxide emissions bases on the analysis on efficiency of carbon dioxide emissions At the regional level.This measure of the efficiency of carbon dioxide emissions shows that the efficiency of carbon dioxide emissions continue to increase in general industry and whole region, there are fluctuations in the efficiency over the sample period, there are difference between sectors and regions in efficiency of carbon dioxide emissions. Technological advances promote the industrial and regional efficiency of carbon dioxide emissions significantly. Technical efficiency inhibits the elevation in industry efficiency of carbon dioxide emissions. Technical efficiency plays a catalytic role in improving the regional efficiency of carbon dioxide emissions except the western region. In addition the elevation in regional efficiency of carbon dioxide emissions does not have convergence. The analysis on the factors of the efficiency of the regional carbon dioxide emissions shows that economic development, energy intensity and the proportion of tertiary industry have great influence on regional efficiency of carbon dioxide emissions.
