Research On Safety Supervision Of Hazardous Chemicals In Hui'an County

The progress and development of science and technology stimulates the rapid development of chemical industry and business.The chemicals have brought the convenience to human life,but also pose threats and dangers.Many chemicals belong to hazardous chemicals,these have physical,biological and other dangerous characteristics.They may cause safety accidents and make serious harm to human's property and lives with improperly safety management in the process of production,operation,storage,transportation.In recent years,the hazardous chemicals in China of major workplace accidents keep high incidence and bring huge challenge to the government's public administration.Therefore,how to improve the existing safety supervision system of hazardous chemicals and enhance the level of supervision has become a hot issue of government public management research.Hui'an is one of the important key counties of chemical industry in Fujian province.In accordance with the planning,Hui'an county will take the QuanHui Petrochemical industrial area as the carrier to construct the chemical industrial clusters,it means more and more hazardous chemical related enterprises will enter Hui'an county,which will bring pressure on local hazardous chemicals safety supervision while bringing the economic development opportunities.Through investigation,this paper uses Accident Causes theory,Crisis Management theory and Government Regulation theory to analyze the problem of Hui'an county's hazardous chemicals' safety supervision from the aspects of objects,main body and link of supervision.Drawing on the experience of domestic and overseas and Combines with Hui'an county's actual situation,We puts forward some countermeasures for improving Hui'an county's safety supervision work of hazardous chemicals from the three aspects of enterprise,government and the public and some innovative regulatory methods such as planning dangerous chemicals retails area,establishing a unified system for the management of dangerous transportation vehicles and reconstructing the department coordination mechanism.
