Since the industrial revolution,a large number of emissions of greenhouse gases such as CO2 caused the global warming which has been the focus in the world.Therefore,the coordination between regional economic development and environmental protection has not only become the study object in the international community and academia,but also the direction of development in various countries.China,as a developing country and a large carbon exporter,with its quite different economic development on regions,the coordination between regional economic development and environmental protection is particularly important.While ecological compensation based on carbon-neutral can be an effective means of its realizationIn this paper,taking Hunan Province as an example,carbon emissions and carbon estimates in each city were calculated by using ARCGIS and other technical methods combine with detailed analysis of carbon source and carbon sequestration.Then with the establishment of regional ecological compensation model based on the principle of carbon neutrality,the provincial city ecological compensation values were calculated out,so specific amounts of compensation were listed.Furthermore some recommendations for realizing the compensation were given at last.The main contents of the study are:Analysis of carbon sources in various cities of Hunan Province.The carbon sources of Hunan province include fossil energy,electricity,industrial production,soil respiration,human and animal respiration.In this paper,the city's fossil energy was converted into standard coal and then multiplied by the carbon emission coefficient of standard coal to obtain the carbon emissions from fossil fuels in each city.Carbon emissions from other carbon sources were multiplied by quantity and the corresponding carbon emission factors.Then carbon emissions from different sources in each city were added.The results show that the carbon emissions of Changsha,Zhuzhou,Xiangtan,Hengyang,Shaoyang,Yueyang,Changde,Zhangjiajie,Yiyang,Chenzhou,Yongzhou,Huaihua,Loudi and Xiangxi cities are 24896857.0t,11754487.4t,10742598.3t,11940529.0t,7950212.0t,13160656.1t,11491865.0t,2430151.8t,6446978.9t,12233772.7t,8467659.4t,8837112.0t,11901272.6t.On the view of total carbon emissions in cities,the order from high to low is: Changsha> Yueyang> Chenzhou> Hengyang> Loudi> Zhuzhou> Changde> Xiangtan> Huaihua> Yongzhou> Shaoyang> Yiyang> Xiangxi> Zhangjiajie.In Hunan Province,main carbon sequestrations are forests,shrubs,grasslands,wetlands,and farm land,and among these sequestrations,forest is the main means of carbon sequestrations.Using the ARCGIS technique to interpret the land cover remote sensing image of Hunan Province in 2010,the data of different vegetation areas in each city is calculated out.Then carbon densities of different vegetation in Hunan Province were analyzed on the base of previous research,So carbon sequestrations of Hunan cities were obtained.The data show that the carbon sequestration of Changsha,Zhuzhou,Xiangtan,Hengyang,Shaoyang,Yueyang,Changde,Zhangjiajie,Yiyang,Chenzhou,Yongzhou,Huaihua,Loudi and Xiangxi cities is 10148046.5t,10986780.5t,4004843.7t,10911322.0t,20601269.1t,11596792.8t,13147892.2t,11285885.5t,9974217.5t,19364706.0t,19954602.8t,28943891.0t,8134646.5t,16776522.7t respectively.From the total point of view in each city,the order from high to low is: Huaihua> Yongzhou> Chenzhou> Xiangxi> Yueyang> Zhangjiajie> Zhuzhou> Hengyang> Changsha> Yiyang> Loudi> Xiangtan,the order is basically the same as the city of forest carbon absorption.Among these cities,carbon sequestration in Huaihua is 1.06 million t/a-1,which is 7.2 times to the least in Xiangtan.Establishment of ecological compensation model and quantitative analysis.In the view of meso scale,with the determinations of regional ecological compensation standards based on the principle of carbon neutrality and ecological compensation coefficient,the model is established.Then,the ecological compensation quantification in Hunan Province was realized.The results indicates that Changsha,Zhuzhou,Xiangtan,Hengyang,Yueyang and Loudi are ecological deficit areas in Hunan province,and the value of ecological compensation should be 1,121,470,000,29,187,000,247,175,000,24,027,000,51,112,000,and 75,370,000?RMB?respectively.While the other eight cities,Shaoyang,Changde,Zhangjiajie,Yiyang,Chenzhou,Yongzhou,Huaihua and Xiangxi are in a state of ecological surplus,the amount of ecological compensation they could get are 151,889,000,49,706,000,165,390,000,68,227,000,195,010,000,191,545,000,335,281,000 and 190,116,000?RMB?.The conclusion of the study provides a reference for the control of the total amount of carbon emissions in the region,and also provides ideas for the coordinated development of other regions.
