Study On Mechanism Of Regional Ecological Compensation

The State Council promulgated the "Integrated Reform Plan for Promoting Ecological Progress" in September 2015.The purpose of the plan is to explore the establishment of a diversified ecological compensation mechanism,to encourage the eco-compensation trial work in various areas and to improve ecological compensation system. Despite the construction of ecological compensation has made some progress, but this work started very late on the whole,the complex of Subject-Object Relationship of the ecological compensation and the finite awareness of the law of ecological compensation mechanism, it have a great difficulty and many problems to resolve,so it needed to be carefully treated. In this paper, on the basis of research status of domestic and foreign of ecological compensation, we have studied basic theory, quantitative model based on ecological footprint model and ecosystem service, ecological compensation mechanism of priority areas and safeguard construction of regional ecological compensation mechanism.It is an important ecological barrier and water sources in Hefei city and east China for the Dabie Mountain area in Anhui province. The quality of the ecological environment of the Dabie Mountain area in Anhui province effect the development of the downstream area, so that the ecology compensation mechanism is not only related to the sustainable development of the Dabie Mountain area in Anhui province, also related to the sustainable development of Hefei city and east China. We conduct empirical research of the Dabie Mountain area in Anhui province. In this paper, we study the economical environment and the current situation of economic development of the Dabie Mountain in Anhui province, the factor analysis model is based on estimates of the coordinated development of social economy and resource environment, we studied the ecological footprint and the ecological carrying capacity of the Dabie Mountain area and Hefei city in Anhui province. Also, it analyzed and evaluated the regional sustainable development and it is based on the value of ecosystem services and ecological footprint to research the regional ecological compensation standard, to quantify the regional ecological compensation, to clear the upper and lower limits of the regional ecological compensation.And in the paper, it researched the key areas of ecological compensation of the Dabie Mountain area in Anhui province, measured the numerical value of the recent focus in the field of ecological compensation and based on the analytic hierarchy process (AHP) to carry out the performance evaluation of the ecological compensation.In this paper, we study the key problems of the regional ecological compensation through empirical analysis and discusses. These key problems are who compensate who, how much compensation and patterns of compensation. They are established theories and methods of regional ecological compensation mechanism in this paper. So, they have an important reference for ecological compensation of similar area about the main object, standard and way of the compensation.
