Research On Ecological Compensation Mechanism In The Yellow River Delta Wetland

The wetlands are between the land and the sea,it has the unique function of providing material production,biological habitat,flood control and water storage,regulating climate and so on.Along with the continuous development of the economy,the blindness and the tendency of people became more and more obvious in the market,as the Wetlands have no property rights,the excessive use of wetlands appeared.The area of Wetland decreased continuously,even appeared severe degradation,this series of ecological environment change has caused people’s attention to the wetland protection gradually.The Yellow River Delta wetlands has various types of wetlands and rich in mineral resources,and plays an important role in the ecosystem.In recent years,the area of Yellow River Delta wetland is gradually shrinking and wetland environment is polluted,the irreversible ecological damage emerged.The existing ecological compensation mechanism of the Yellow River delta wetland has the problems such as the law of ecological compensation,the standard of compensation is not clear,the source of compensation funds is single and so on.Therefore,it is necessary to establish the wetland ecological compensation mechanism,strengthen the protection of the wetland environment.In this paper,the research object is the Yellow River Delta wetlands,and t use entropy model of quantitative to analysis the ecological environment,from the legal level,wetland compensation funding sources and compensation standard to analysis he status of Yellow River Delta wetland ecological compensation.Finally,giving the corresponding suggestions to solve the existing problems.First,the paper analyzed the wetland resource,and chose the Yellow River Delta wetlands,area of 1985,1995,2005,2014 found the area of nature the Yellow River Delta wetland area showed a decreasing trend,the artificial wetland showed a trend of increase.what,s more,the wetland landscape was found to change,pollution emissions is still high,and the existing wetlands wetland protection mechanism did not curb environmental deterioration of the wetland situation.Secondly,this paper selected 20 indicators which have impact on wetland environment evaluated the environment of the Yellow River Delta wetland.The indicators divided into natural,economic and social subsystems,using entropy model to assess and analyze the current situation of the Yellow River Delta wetland,obtains the weight values ranged between 0.4 to 0.6,indicating that the existing ecological environment in the Yellow River Delta Wetland for sub-health state and need to strengthen wetland protection.The paper by the value loss calculated the ecological compensation amount of the Yellow River delta wetland was 17.08 Billion Yuan.Lastly,the paper give the suggestions to protect the wetland environment based on the current problems,such as improve the relevant financial and tax system,laws and regulations system,compensation measures and ways to promote technological innovation and improve the people’s awareness of the masses,etc.
