With the increasingly prominent economic status of Beijing-Tianjin-Hebei region,the increasingly worsening of economic pressure etc has been exposed.Collaborative governance of ecological environment within the region has become an important topic in Beijing-Tianjin-Hebei collaborative development strategy.It is the first field that needs to be broken through urgently,while the collaborative prevention and governance of water pollution within the region is also part of it.In recent years,water pollution situation in Beijing-Tianjin-Hebei region is becoming very serious.It is indicated in the “China Environment Situation Bulletin” published by Environmental Protection Development in2016 that worse than grade V water quality ratio without using function within Beijing-Tianjin-Hebei region has reached 40%.Serious water pollution not only worsens the shortage of water resource,damages aquatic ecosystem,but also affects the normal economic development and people's life within the region.Therefore,it is urgent for Beijing-Tianjin-Hebei region to start up collaborative pollution governance mode.This paper mainly takes legal issue as perspective,starts from realistic situation,basic characteristics and harm of water pollution within Beijing-Tianjin-Hebei region,refers to the legal governance experience of foreign trans-boundary water pollution and explores the legal countermeasures for collaborative prevention and governance of water pollution in Beijing-Tianjin-Hebei region.Firstly,in the collaborative prevention of water pollution in Beijing-Tianjin-Hebei region,it can't be separated from the guidance and assurance of rule of laws.It needs to reach seamless docking and collaborative linkage of legislation,law enforcement,justice and law obedience to reach the objective of prevention and governance of water pollution in Beijing-Tianjin-Hebei region.Secondly,it needs to introduce the concept of regional collaborative prevention and governance concept into water pollution prevention and governance in Beijing-Tianjin-Hebei region and breaks obstruction of administrative division,local system and concept barrier in Beijing-Tianjin-Hebei region to realize the collaborative prevention and governance of regional water pollution.Lastly,hispaper makes design innovation by focusing on legal countermeasures of collaborative prevention and governance of water pollution in Beijing-Tianjin-Hebei region.Firstly,top level legislation;it can be divided into national legislation and local collaborative legislation.The country needs to prepare a comprehensive “Regulations of Haihe River Basin”;the local should enrich collaborative legislation and further deepen collaborative prevention and governance.Secondly,collaborative law enforcement,it mainly makes reshaping innovation for law enforcement institution-Haihe River Commission and designs composition construction and operation mechanism in details.Thirdly,unified joint justice,it needs to strengthen the establishment and improvement of regional judicial joint cooperation and trans-boundary water pollution dispute solution and other mechanisms.Fourthly,ensure public participation;stress the positive role of regional public in participating water pollution governance and elaborate the modes and methods of public participation.
