An important part of the strategy is the coordinated control of the regional ecological environment,and the atmospheric environment is a part of the ecological environment.The coordinated control of air pollution in Beijing-Tianjin-Hebei region is also the meaning of the topic.2017 makes the final year of the "Action plan on the prevention and control of air pollution",the PM2.5 density of Beijing-Tianjin-Hebei region is 39.6% down from its 2013 level.The air quality improvement targets identified in the "Action plan on the prevention and control of air pollution" have been achieved,but the air pollution situation in the Beijing-Tianjin-Hebei region is still quite serious.As long as the weather conditions are unfavorable,the air pollution process is easy to occur in the Beijing-Tianjin-Hebei region.As a result,the quality of atmospheric environment in the Beijing-Tianjin-Hebei region declines.Therefore,the three places of Beijing-Tianjin-Hebei need to further strengthen the joint prevention and control of air pollution.This paper focuses on the legal problems arising from the joint prevention and control of air pollution in the Beijing-Tianjin-Hebei region,and sums up the rule of law practice of the air pollution control in the Beijing-Tianjin-Hebei region based on the actual situation and basic characteristics of the air pollution in the Beijing-Tianjin-Hebei region,to explore the legal countermeasures of joint prevention and control of air pollution in Beijing-Tianjin-Hebei region.First of all,we integrate the concept of coordinated control into the air pollution joint prevention and control mechanism of Beijing-Tianjin-Hebei region,and break through the boundaries of administrative divisions,not only depend on the horizontal coordination of Beijing,Tianjin and Hebei,but also rely on the participation of government,enterprises,the public and other parties.Secondly,while giving full play to the policy synergy within and among the three independent administrative regions of Beijing-Tianjin-Hebei,we should pay more attention to and strengthen the role of the rule of law in the coordination of the Beijing-Tianjin-Hebei region,highlighting the leading and guaranteeing effect on the rule of law.Finally,the innovative designs are carried out on the legal countermeasures of the joint control of air pollution in the Beijing-Tianjin-Hebei region.Firstly,highlight the legal leadership,and accelerate the pace of the coordinated legislation in Beijing,Tianjin and Hebei;Deeply analyze the joint prevention and control system of air pollution in Beijing-Tianjin-Hebei region,and clarify the five basic systems that should be adopted in the legislation of joint air pollution prevention and control in Beijing-Tianjin-Hebei region.Secondly,clarify the main body of prevention and control,establish the environmental management organization of regional air pollution joint prevention and control;Refer to the rules of procedure of the Joint Conference on Air pollution Prevention and Control in the Pearl River Delta region,and standardize the working mechanism of the Joint meeting of Beijing,Tianjin and Hebei.Thirdly,we should improve prevention and control measures,strengthen law enforcement,enforce justice strictly,implement responsibilities,strengthen scientific and technological support,and achieve accurate control of air pollution.Fourthly,actively guide the masses to participate,expound the ways of mass participation;Introduce special local regulations to ensure the right of the masses to participate.
