The economic aggregate and growth rate of the Beijing-Tianjin-Hebei region are increasing continuously,and the regional environmental pressure is also increasing.At present,the research on environmental collaborative governance across administrative regions in China is developing in depth.It is of great significance for the environmental protection and economic development of the Beijing-Tianjin-Hebei region to deeply study the legal mode of regional environmen tal collaborative governance and explore the construction of the legal mode of Beijing-Tianjin-Hebei regional environmental collaborative governance.The coordinated environmental governance in Beijing,Tianjin and Hebei has been carried out for many years.However,as a new legal model,the regional environmental cooperative governance legal model still lacks specific,unified and perfect planning at the operational level.At the same time,there are many problems in the practice of environmental collaborative governance in the Beijing-Tianjin-Hebei region,which to some extent will hinder the effective play of the legal function of environmental collaborative governance in the Beijing-Tianjin-Hebei region.This paper aims to propose specific solutions to the existing prominent problems,construct the legal model of environmental collaborative governance in the Beijing-Tianjin-Hebei region,break through the current model,and solve the outstanding contradiction between the administrative division and the integrity of environmental governance in the current model.Therefore,this paper discusses the legal model of environmental collaborative governance in Beijing-Tianjin-Hebei region.The basic framework of the article is as follows:The first part is mainly to define the concepts of regional environmental c ooperative governance and regional environmental cooperative governance legal mode,and to elaborate the connotation and development of related concepts.The second part is a review of the environmental pollution in the Beijing-Tianjin-Hebei region,mainly including air pollution and water pollution.Through the analysis of relevant data,the discharge status,proportion and characteristics of each pollutant are summarized.The third part is to summarize and sort out the existing problems in the current stage of environmental pollution collaborative governance in the Beijing-tianjin-Hebei region.These problems have already appeared in the process of the coordinated environmental governance in the Beijing-Tianjin-Hebei region.Only by solving these problems can the environment in the Beijing-Tianjin-Hebei region be better improved.The fourth and fifth part is a comparative study on the practical experience of typical environmental collaborative governance regions at home and abroad,such as Japan,the European Union and the Yangtze river delta.By sorting out its development process and the main contents of the model,and summariz ing the relevant experience,I draws some inspirations from the construction of the regional environmental cooperative governance legal model in Beijing,Tianjin and Hebei.The sixth part is the conclusion.On the basis of analyzing the current situation of environmental collaborative governance in Beijing-Tianjin-Hebei region,finding out the problems existing in the current stage of environmental collaborative governance in Beijing-Tianjin-Hebei region,and comparing the legal mode of environmental collaborative governance in specific regions,the legal mode of environmental collaborative governance in Beijing-Tianjin-Hebei region is comparatively analyzed.Combined with the relevant experience of the legal mode of regional environmental collaborative governance in and out of the domain,the basic path of regional environmental collaborative governance is constructed.
