Study On Legal Issues Of Dust Pollution Control In Beijing-Tianjin-Hebei Region

With the acceleration and upgrading of urbanization in Beijing-Tianjin-Hebei region,the area of urban built-up areas is increasingly expanding and the resulting environmental issues are also becoming more and more serious.In recent years,the analysis on urban pollution sources in Beijing-Tianjin-Hebei region shows that the pollution caused by dust sources accounts for a great proportion.The large-scale outbreak of dust pollution not only aggravates the situation of atmospheric pollution and seriously endangers the health of the public,but also restricts the sustainable development of the economy.Therefore,it is urgent and significant to study and strengthen the control of dust pollution for the fundamental improvement of atmospheric environmental quality in Beijing,Tianjin and Hebei.With the aggravation of dust pollution and the increasingly severe situation of atmospheric pollution,the national policy and legal system on dust pollution control has seen a process of development from scratch,and has now become an important part of the policy and legal system for air pollution prevention and control.As for specific situation of dust pollution prevention and control in Beijing-Tianjin-Hebei region,the situation of dust pollution prevention and control faced by the three regions not only has their respective characteristics,but also in common.This also determines the individual differences and interrelationships among the policies and legal systems for dust pollution prevention and control in Beijing,Tianjin and Hebei.This paper comprehensively compares and analyses the policies and legal systems for dust pollution prevention and control in Beijing,Tianjin and Hebei,and draws lessons from the beneficial experience of legal practice regarding dust pollution prevention and control in other regions,and concludes that the prevention and control of dust pollution in Beijing-Tianjin-Hebei region should adhere to the principles of source control,focus highlighting,government domination,public involvement,labor division,accountability and coordinated prevention and control.According to the different types of dust sources,i.e construction dust,road transportation,and maintenance and sanitation dust,exposed land,dust from material stockpile of the enterprises,and dust from mining and processing of mineral resources,it is recommended that classified measures be taken for systematic control,comprehensive control and cooperative control,thereby gradually achieving goal of dust pollution control in Beijing-Tianjin-Hebei region and offering institutional support for the fundamental improvement of atmospheric environment quality in the region.
