A Study On The Action Logic And Path Construction Of Environmental Fine Governance

China is facing severe environmental problems,ecological damage and environmental pollution has greatly hindered the sustainable development of economic society,but also on the people's sense of well-being and access to a negative impact.Improving the ecology and protecting the environment has become a major task for governments at all levels of the present and future for a long time.However,the current environmental governance still has many problems.The central government's environmental policy local government ineffective,and even appear to sacrifice the ecological environment to develop the economy.Environmental protection department functions scattered,fuzzy,resulting in weakening environmental responsibility,the phenomenon of blur.The coordination mechanism between local governments and departments is not perfect,the cost and benefit distribution of environmental protection are not uniform,and the ecological environment has significant spillover effect,which makes the situation of "beggar-thy-neighbor" between local governments and departments.The lack of social forces involved in environmental protection,the lack of public participation channels,can not coordinate the government departments and social forces to jointly control the environmental problems,resulting in inefficient environmental governance.In order to solve the above problems,China's urgent need to introduce the theory of fine governance into environmental management,through the implementation of meticulous management,the use of environmental data and modern information technology,environmental governance in the relevant factors to quantify,refine and process measures,Improve the utilization of human,material and financial resources,improve the coordination ability between organizations,so as to achieve the purpose of reducing environmental management costs and improving environmental managementefficiency.Therefore,it is of great theoretical and practical significance to introduce the concept of fine governance into environmental management.This article is divided into five chapters.The first chapter is the introduction,elaborates the research background and the research significance,summarizes the research present situation of the domestic and foreign environmental governance,and explains the possible innovation and the research difficulty.The second chapter elaborates the connotation and main characteristic of the environment fine management.The third chapter analyzes the environment from the four aspects of the environmental problems of the system and complexity,mutual recognition of "co-interest",extensive and sporty environment governance plight,large data and intelligent technology support The logic of action.The fourth chapter analyzes the restrictive factors of environmental fine governance,mainly from three aspects: social factors,profit factors and institutional factors.The fifth chapter is the difficult part of this article,mainly from the environment of fine governance of the concept of remodeling,institutional renewal,process optimization and system protection to promote the four aspects of environmental governance refinement of the path to build.
