Along with the economic development of our country construction continues to accelerate,the Inland Ship large-scale,specialization trend is obvious,ship capacity is greatly increased and the density of ship running into geometric times of growth,but has not yet received treatment of ship pollutants effectively solved all kinds of garbage,sewage waste straight ranked as It is often seen.not only affect the image of city construction.The development,to the public has also brought environmental security crisis.This paper takes Jiangxi Province as an example,fully learn the advanced experience of domestic and international marine pollution prevention and control,mainly from the source control of pollution from ships to proceed with research,combined with the existing GPS monitoring platform,the establishment of ship sewage on-line monitoring system for effective monitoring of ship sewage water quantity.Finally,combined with the actual Jiangxi,layout fixed reception and mobile reception facilities for ship pollutants,ensure production capacity greater than the shore facilities receiving ship pollutants,so as to solve the problem of ship pollution prevention in Ganjiang River basin.In this paper,through the analysis of current situation,although China from the legislative requirements and to promote the implementation of adopted certain ship pollution prevention measures,there are still many problems but the real-time monitoring,the amount of pollutants in the marine pollutant receiving ability,resulting in waste water directly into the ship pollutants have occurred,and polluted water.The key technology of implementing the "zero emission" of the marine pollutants in Jiangxi is to monitor the production of the pollutants in real time.Therefore,this paper designs the overall scheme of online real-time monitoring system for domestic sewage output.The operation of the system controls the row and row of pollutants from the source at the source.The fixed receiving devices and mobile receiving devices of ship pollutants shall be rationally arranged to ensure that the receiving capacity is greater than the amount of pollutants produced by ships,so as to ensure timely and effective discharge of pollutants from ships.Measures should be taken in terms of legislation,funding,institutional mechanisms and technological innovation to strengthen industry regulation and ensure the smooth implementation of "zero emissions" of marine pollutants.
