With the development of the scale of crude oil storage tanks and oil depot,the hazard and probability of fire and explosion increased.The catastrophic accidents whose consequences are difficult to estimate occurred more frequently.Once the fire or explosion accidents occurred,it may cause adverse social effects,great casualties and large economic losses.A comprehensive and systematic analysis of the risk factors and safety evaluation of oil depot is of great significance for the timely detection and removal of hidden dangers,accidents prevention and the safety of oil depots.First of all,the dangerous and harmful factors existing in the oil depot are analyzed in detail based on a large number of literatures,the actual situation of D port crude oil depot and the dangerous characteristics of crude oil.It lays a foundation for the safety evaluation and the decision making on risk prevention measures.Then,qualitative and quantitative methods for operation safety evaluation of D port oil depot,such as safety checklist analysis,accident consequence simulation,quantitative risk assessment were used respectively.The safety checklist analysis was used to qualitatively analyze the potential risks of oil depots in layout,equipment,storage and transportation technology and so on.Variety of accident consequence simulation models were respectively applied to calculate the accident consequence of the common accidents occurred in oil depot,such as pool fire,jet fire and vapor cloud explosion.The simulation results show that most of the fire accident will not influence the surrounding residential areas,enterprises,traffic safety.But the consequence of the vapor cloud explosion accident is much more serious,the influence range of the shock wave and thermal radiation intensity is very wide.According to the result of the accident consequence simulation analysis,we can know the risk level of the area where the rescuers are staying,and determine the safe distance and evacuation plan.At the same time,the regional quantitative risk analysis method provides the individual risk and social risk of the oil depot,and also provides a scientific basis for influence scope determining and scientific planning of the oil depot.Finally,combined with the results of the safety evaluation of the oil depot,the potential risks of D port oil depot were found out.Then,the improvement suggestions and safety precautions were put forward.
