In metal mine enterprise security management is more difficult, because in metal mine security accidents occur frequently and its production is always been restricted by safety situation. In China The metal mine enterprises have many features, such as the type of complex, quantity, widely distributed, poor foundation and complex composition of ownership, which greatly increase the risk of accidents. In addition, in general the emergency response capacity of our metal mine are relatively weak, and there are few metal mine companies focusing on the building and research of emergency response capacity evaluation system, also it is rare in the evaluation of metal mine emergency response capability. Therefore, it is of great significance in reducing accident losses by means of the study of the establishment of metal mine accident response capability evaluation index system and evaluation system of emergency response capacity. Through the establishment of a scientific and systematic metal mine enterprise evaluation index system of emergency response capability, these metal mines can effectively enhance emergency capacity and handle the accidents, then reduce the severity of accidents. In addition, we can find flaws and make timely corrective measures for limitations after the evaluation in emergency capacity. So this index system not only is important for practical security guidance, but also has great theoretical significance in metal mines.In this paper, in the basis of a jinchuan group ltd. we analyze its accidents characteristics and combine China metal mines characteristics, the situation of emergency rescue and the need of emergency relief. And then we construct the metal mine enterprises emergency evaluation index system for the metal mine group and bring up a model of the metal mine emergency evaluation index system. This model includes four levels:target level, executive level (3 kinds of the first classification indexes), attribute level (14 kinds of the second classification indexes) and characteristic level (54 kinds of the third classification indexes), Evaluation index weights are assigned by applying AHP; Proposing the evaluation method and relevant calculation based on fuzzy comprehensive; in the basis of the built metal mine emergency evaluation index system we evaluate the emergency capacity of the metal mine group and then find out the defects of the metal mine group, at last propose rectification and measures. It shows that the metal mine emergency evaluation system provides an effective means and methods to improve emergency management capabilities for metal mine companies.
