China's ecological system is under great pressure of a growing population and development.Since China's reform and opening up,in the beginning of large-scale industrialization and urbanization,China is clearly put forward to protect "ecological balance".Due to trade in goods,environment burden not only transfer between private and social also transfer between regions.So the pollution of the environment burden involves two aspects of fairness.On the one hand is the fairness between private and social,on the other hand is the fairness between regions.Single statistically,the western development strategy implementation,industrial pollution is indeed to concentrate in the central and western regions.But we can't ignore an objective reality,it is the eastern region to undertake the most of industrial pollution stress in the past,and the Midwest enjoyed a huge environmental benefit,which makes the problem we need to consider the environmental burden and its transfer mechanism?In this paper,the environmental burden transfer refers to a region to undertake the pollution caused by other regional economic life.It is equal to the difference between the actual pollution level and the "fair" pollution levels.Among them,the "fair" pollution levels correspond to technical level of an economy,institutional arrangements,production development.So,compared with fair pollution level,the regional actual pollution level is high or low?Or,whether a region on the environmental pressure consistent with local development actual situation?The allocation of environmental burden between economic entities and regions not only affects social equity,but also closely relate to the sustainability of development.This paper builds a measurement model of distribution pattern of environmental burden in regions,so as to form the basis of pricing environmental compensation.Quantitative analysis of regional anthropogenic driving forces on environmental impact has scientific significance for understanding regional environmental impact and the factors that affect it.Utilizing the STIRPAT model,taking pollution Panel data of China from 1990 to 2014 as example,this paper analyzed the effect by the anthropogenic driving forces on environmental impacts,a Spatial Error Model was fit to the environmental impact model.The study found that environmental pollution pressure under the impact of the above factors have a significant change,confirmed the behavioral agent and regional factors on the impact of environmental pollution.The government to strengthen environmental regulation can effectively curb environmental pollution;the influence of enterprise behavior to the environment pollution is most significant,every 1%increase energy efficiency,the environmental pollution reduced by 0.568%;in the long term,the consumer behavior isn't the main cause of pollution.In addition,according to the results of the regional factor study,the urbanization level of improving regional environmental pollution levels even doesn't increase.In addition,the individual effect estimation results indicate that coastal areas and western regions spontaneous pollution is lower than the national average.According to the environmental impact model determine the area of "fair pollution stress",structural transfer indicators.Based on the spatial statistical analysis,the paper aims to analyze spatio-temporal changes in the environmental burden Transfer.The results showed,during the study period,China's provinces pollution pressure on showed a trend of transition from east to west.From 1990 to 1996,eastern region undertook the roll-out of environmental pressure,the western region to enjoy the dividends from the east environment;From 1997 to 2006,the environment pressure transfer of eastern region to gradually ease;From 2006 to 2014,western and central area undertook the roll-out of environmental pressure,the eastern region to enjoy the dividends from the west environment.And,the studies have shown that environmental burden transfer have experienced phase-wise,otherness and stationary development over the time while spatially,the transfer ratio have undergone an unbalanced development across provinces,municipalities and autonomous regions,resulting in significant differences between environmental burden in terms of spatial agglomeration.Therefore,Environment using mechanism would be more reasonable,if the weight of environmental burden transfer in each region is considered.Meanwhile,environmental taxation exclusive price will do good job to reduce pollution.
