Study On Ecological Compensation Of Water Resources In Huangqian Reservoir

Ecological compensation is an economic solution that some countries or regions attempted to use in response to resource exhaustion and ecological damage in the economic and social development in the 1950 s,balancing and coordinating the tension between economic and social development and ecological protection.Relations play a positive and important role.Water is the source of all things and is an important guarantee for social and economic development.With the development of economy and society,the importance of water to human society is becoming more and more significant.Ecological compensation for water sources is used as a system for coordinating social development.The ecological protection of water sources can alleviate the contradiction between ecological environment protection and economic development.Judging from the laws of social development,constructing ecological compensation mechanisms for water sources can balance the intrinsic ecological protection and resource development and utilization of resources in water sources,reduce conflicts and conflicts,and achieve a win-win situation for socio-economic development and environmental protection.In this paper,through the methods of literature induction,case study,comparative analysis,etc.,the ecological compensation mechanism and ecological compensation standards for water sources have been thoroughly discussed.The existing compensation methods and problems in compensation management have been summarized and analyzed.The study of ecological compensation mechanisms provides a theoretical basis and support.The compensation standard for water sources is the key to ecological compensation for water sources.The amount of compensation standards determines the implementation of the compensation system.Huangqian Reservoir is used as a simulation case,and government compensation,ecological inputs,and outputs are taken as the accounting basis for ecological compensation.According to two methods,eco-benefiters get the value of ecological services and the cost of ecosystem protection,the ecological compensation standards for waterresources in Huangqian Reservoir were calculated.According to the calculation,the ecological environmental protection cost of Huangqian Reservoir water source area is268,677,000 yuan,and the value of ecological beneficiaries receiving ecological services is37,768,800 yuan.After comparative analysis of the two accounting results,it is recommended that the compensation standard be set at 152.172 million.Yuan,considering the types of ecological service functions,it is determined that the Huangqian Reservoir water source area should be compensated by the three economically backward cities and towns of Huangqian,Xiagang and Dajinkou.On this basis,the existing problems in the current management of the ecological compensation for the water resources in Huangqian Reservoir were analyzed,and the implementation status and implementation effect of the existing compensation policies were evaluated.Finally,the formulation of ecological compensation policies,legal guarantees,and financial guarantees were performed.Management measures,compensation methods,and other management aspects propose countermeasures.
