After 30 years of China’s reform and opening up, China is still taking the "high input, high consumption, high pollution and low efficiency" model of development in the process of industrialization, without avoiding the "treatment after pollution" consequences. Jiangsu Province is one of China’s most economically developed provinces. During economic growth, the total amount of pollutant emissions continue to increase, for example, from 2000 to 2010, the total industrial emissions tripled. Environmental pollution has brought enormous pressure to the environment, resulting in environmental degradation, hindering sustainable development. But there is few research of efficiency of environmental governance in Jiangsu province; therefore, research of the efficiency of Jiangsu province’s environmental governance has important practical and theoretical reference value.In this paper, a DEA-CCR model is used to analyze the efficiency of environmental governance from 2007 to 2010 in Jiangsu Province. Inefficiency of environmental governance found in the province is a universal phenomenon. From a regional perspective division, most cities in Sunan area showed DEA inefficiency, and environmental governance efficiency of Suzhong and Subei area is better than Sunan area’s; Xuzhou and most cities of Sunan area showed inefficiency in air pollution treatment. Using Malmquist TFP decomposition analysis of environmental governance efficiency found out most cities have a technical regress in environment governance. Result of tobit regression show that the level of urbanization, industrial structure, the scale of economy have a negative impact on environmental governance efficiency, Trade openness, per capita income, population density show a positive impact on the efficiency of environmental governance. International trade creates an environment conducive to the diffusion of technology management efficiency, which is good for environment governance; with the increase of per capita income levels, the environmental quality requirements of residents also will increase, and push government to strengthen environmental governance.
