The emergency maintenance of watered-out oil & gas pipeline is a type of repair project,which needs to be carried out when the pipeline has been damaged or leaking.This is an extremely high risk process.It is significant to controlling risk and ensuring safety production that accurately identifying risks and evaluating the safety level in the process.A few researchers study in this sort of operation risk.Uncertainty,including fuzziness,grayness,randomness and uncertainty,is the inherent attributes of the risk.The author mainly studies the following things about the evaluation of emergency maintenance of the watered-out oil & gas pipeline risk.(1)Explain the new concept “watered-out area”in detail.According to the special geographical condition of the watered-out pipeline,6 sets of the maintenance plan are developed,and the technical characteristics and construction steps of each maintenance plan are discussed in detail.Enumerate several cases of domestic oil & gas pipeline accident.Find out the types of the accidents,which happen frequently in the process of maintenance.(2)Based on the analysis of the maintenance cases of West to East Gas Pipeline Company,the operation process of the oil and gas pipeline in the water flooded area is summarized.Analyze the process of maintenance of the watered-out area oil & gas pipeline.The “fishbone diagram method” is applied on the operation process of risk identification.Eventually establish the maintenance operation of the watered-out area oil & gas pipeline risk evaluation index system.(3)Through the research of the theory of the uncertainty measurement,the basic algorithm of the uncertainty measure is summarized,which lays a theoretical foundation for the subsequent modeling.The risk factors in the process of maintenance operations are classified,and the qualitative risk evaluation indexes are quantified and processed.Finally,the risk assessment model based on the uncertainty measure is formed.(4)A simple statement of the basic situation of Shaanxi Beijing pipeline cleaning pipe line port.Combined with risk evaluation index system has been constructed,the unascertained measure model of risk assessment and site condition.Introduce the basic situation of the Gangqing pipeline,which is a part of Shaanxi Beijing pipeline.Combined with risk evaluation index system,which has been constructed,the unascertained measure model of risk assessment and the actual conditions,analyze and compare the 6 sets of the maintenance plan in the chapter 2.Select the lowest risk of the maintenance plan as the maintenance plan of Gangqing pipeline.
