The Risk Evaluation And The Research Of Emergency Response Mechanism Of Long Distance Oil And Gas Pipeline Accident

Pipeline is the most important way of oil and natural gas transmission as one of the five major modes of transport.But in recent years,frequency of oil and gas accidents is increasing,and unscientific process of accident emergency response has caused the avoidable loss of personal property and extremely bad social impact.So it has practical significance to research the emergency response mechanism of long-distance pipeline accident.This paper establishes the hierarchical model for risk evaluation of long-distance pipeline accident,through the analysis of typical pipeline accidents and the risk factors of the accidents.The weight value of each index is calculated by the analytic hierarchy process.According to the distribution of weight values,the main influence factors are the toxicity of medium,the explosion,the leakage and the surrounding population,which is the basis for the division of emergency level.Secondly,the fourth natural gas pipeline is the research object in this paper.According to the actual situation,the diameter of the pipeline is 1219 mm,and the operating pressures are 8MPa and 9MPa.Through the analysis of natural gas pipeline leakage accident situation,the main damage forms are the thermal radiation of jet fire and explosion shock wave overpressure.By the simulation of the accident consequences of long distance natural gas pipeline,influence range of the thermal radiation of jet fire and explosion shock wave overpressure is obtained,among them,when the pipe is completely broken,the longest distance of consequence reach 492 m and 880 m,which provide reference for the establishment of emergency response process framework.At last,a method for the division of emergency level of oil pipeline is put forward.According to the main objective of emergency response including rescuing site personnel,repairing pipeline,and dealing with the secondary disasters,framework for emergency response process of oil and gas pipeline is set up.Combined with the preparation and implementation of emergency plans,the emergency plans evaluation index system of prior evaluation and ex-post evaluation and comprehensive evaluation weight model are proposed.
