Since reform and opening,two key words have always been with China's economic development: "pollution" and "energy".In 2014,since carbon emissions ranked first in the world,and carbon emissions per capita had exceeded the European Union,China had became one of the biggest carbon emitters of the world.Besides,domestic energy issues and environmental problems are becoming increasingly prominent.Therefore,reducing carbon emissions and improving the efficiency of carbon emissions are urgent.As China is a vast country with unbalance regional development,carbon emissions efficiency should not be measured with the same standard.This article will research the factors affecting the efficiency of carbon emissions especially technical progress at the provincial level.This article uses 30 provincial-level panel data between 2000 to 2013,to calculate annual carbon dioxide emissions of each province with the formula recommended by IPCC,carbon emissions efficiency of each province by Data Envelopment Analysis(DEA),and technical progress of each province by distance function.By using Least Square method(LS)and Generalized Method of Moments(GMM),this article analyses several factors including technical progress effecting on carbon emission efficiency.It was find that technical progress,technical efficiency,the degree of opening up,government regulation and property right structure have a vital catalytic role in improving carbon emissions efficiency.Industrial structure is positive correlated with carbon emissions efficiency,but not obvious.Efficiency of energy user and energy consumption structure are negative correlated with carbon emissions efficiency,the urbanization level,and people's awareness of environmental protection have no relationship with carbon emissions efficiency.Therefore,in order to improve carbon emissions efficiency,technical progress and technical efficiency should be improve at the same time.Also energy consumption structure and property right structure should be optimized.Although improving the efficiency of energy use would reduce carbon emissions efficiency,the improving actually reduce carbon emissions per unit of energy consumption,has no contradiction with energy conservation and emission reduction.
