Research On The Legal System Of Ecological Restoration In China

Since we entered the industrialized society,we human need more natural resources and accelerate the speed of reforming the world,at the same time,we discharged a large amount of pollutants to the natural world.For a long time,our goal is to speed the economic development,we ignored the ecological value of the environment.Now many areas are undergoing the soil erosion,soil desertification,vegetation degradation and the pollution of air,water and soil,the situation is very serious.The government has realized that the serious environmental situation may obstruct the china's economic and social development,so we should improve the ecological quality by using some effective ways and means.The ecological restoration is utilized as a scientific technology for many years,but it still needs system of law to regulate its' implementation to get over the difficulty in practice.At present,the working report of government has mentioned to establish the ecological restoration system many times,and many areas are conducting pilot projects,these all provide opportunities to complete the ecological restoration system by the form of law.The ecological environment is difficult to restore if they were destroyed or need long time to restore,the environmental protection pay much attention to prevent the damage and pollution than governance and restore.Although the “prevention”is scientific and reasonable in the field of environmental protection,now our environmental situations are extremely serious,we should give much attention to the “restoration”.Using the two effective measures to protect our ecological environment.This research analysis the basic concept of ecological restoration in first of all,then elaborate the legislative status and practice status about the law system of ecological restoration in China and learn from the foreign experience about ecological restoration to establish the ecological law system.We should clear the responsibility of the ecological restoration,formulate scientific ecological restoration goals and rational planning,broaden the way of raising money,encourage the public to participate,and finally enrich the pattern of taking responsibility.
