Thanks to the rapid development of China's economic society and maturity of citizentravel concept in the21st century, the public transport lanes, providing time obvioussuperiority of conventional public transit as a kind of road operation mode, has beenwidely supported and pulularized in our country. However, non-motor vehicle travel befully developed due to the imbalance of the way resource allocation in a long time, whichmakes the population of non-motor vehicle shrink fast, and seriously deviates from thelow carbon and green concept of sustainable development. The news that multipleoccurrences of emergency vehicles delaying the rescue indicates the defects of urbanemergency construction systemAccording to the problem above,this study eventually improves bearing capacity ofurban road system and security, by having put forward a new concept of non-motorvehicles and emergency vehicles sharing public transport lane and deeply explored theexcavation and allocation of traffic lanes potential, aimming at Harbin city ofHeilongjiang province.Based on the high-density and intensive urban construction, theincreasing number of traffic problems and the national macro policy direction, compositesharing of public traffic lanes is really promising in our country as a operation modewhich meets the demand of diverse city travel,enhances the transit safe level,and makesefficient use of resources of the existing roadThe research is to explore planning design methods and policy management of thesuitable composite sharing public traffic lanes. This paper initially determines the relatedconcepts of the subject, then analyzes the guiding significance to design compositesharing lane of the classical planning theory. It also Systematically analysises the4basicelements of composite sharing lane, and its essential characteristics and requirements forthe road resources.It summarizes up the the formation and development process ofcomposite sharing design concept, and derives that we should make the formulationoptimization strategy from spatial structure, activity space and surrounding interface. Onthe basis of which, research had clearified the necessity and urgency through the analysisand investigation of the road construction, the development of public transport, andpublic transport lane network operation aspects. Having completed the census of Harbinpublic transport lane network. Then it goes on to further demonstrate the feasibility oftopics from the security aspect, by picking up the experience and achievements,compared with the domestic and foreign related cases, for reference, and also theanalysising the comprehensive benefits of composite sharing land from the spatialefficiency, operation and economic cost and the target city's accident statistics and cause,which also puts forward the ways to optimize the security impact of composite sharinglane. Finally, on the basis of the achievements above, research determines the target, principle and setting conditions of composite sharing lane design. It furthermore putsforward the feasible implementation strategy with spatial structure, activity space andsurrounding interface3aspects, especially for intersection and bus station. This paperalso startes the management strategy about composite sharing lane design and improvesthe coverage of the research findings from the nonphysical aspects as a result.
