“Issues of agriculture, farmer and rural area is always the fundamental problemof our Party and the country.” The development of towns and villages have becomethe next stage of national construction and development focus of Chinese "TwelfthFive Year" plan. Firstly, This article carries on the analysis basedon the research background, related concepts, research methods and basic research.Then elaborates ecological residential area planning, rural human settlementsenvironmental construction, green village construction framework and rural livingenvironment ecological green development process. In addition, the thesis classifiesthe villages in cold area, analysis the characteristics of living environment inaccordance with the different types of villages and towns according to thegeographical position. Then, concludes the current living environment interpretedthrough the typical case with different types of villages and towns, analysis andsummarizes the main problems in cold area village living environment. Theadvantages and disadvantages are summarized that green residential environmentconstruction in the cold villages.Finally, summarize the green residential environment construction influencefactor in cold villages through combing out and summing up the villageenvironment residential problems in the actual case in cold area. The frameworkdesign is divided into the seven systems, respectively, green building system design, the green landscape system design, green public facilities system design, greenpublic service facilities design, green traffic system design, green soft environmentsystem design and green industry system design, and integrated the system of crosssection, covering village living environment construction aspects.
