During construction phase, as the building product is formatting, on-site resources causing a great change of engineering cost, worker’s technical level, the precise configuration of raw materials, main and auxiliary equipment and time rush causing project duration compression are the important reasons for the increased engineering cost. With the architectural construction technology and project management tools growing maturity, the balance between project quality, duration and other targets has become an inevitable trend in the development of engineering cost. In this trend, how to realize a scientific resources allocation and plan process quality level, improve efficiency, reduce losses, maximize the efficient of resources using, minimize the amplitude of project quality declining resulting in duration compression, is an effective way to achieve engineering cost optimization during construction phase.This article is based on the construction phase of the project, focusing on the optimal resources allocation of human and material, realizing of human resources and material resources quantify with the planning theory, in order to resolve bottlenecks of resource allocation constraining project cost optimization; during construction phase, it emphasis comprehensive quality level of worker classification, material configuration and coordination between main and auxiliary equipment, with the planning theory realizing resources specific to quantify, in order to solve the optimization of the quality control leading to project cost problem; it focuses on the continue process, matching resource, quality standards, applying the planning theory into the schedule compression, so that the actual duration tends to original schedule, the actual amount of artificial volume tends to the original plan, then reduces deviation of the actual cost and the original cost, achieves cost optimization of schedule compression.This paper mainly includes the following sections:Based on the theory of project cost, it analyses and summarizes the research status of information data, forecasting, and adjustment of the project cost control during construction phase, combined with the characteristics of building construction, proposed dynamic pre-control philosophy of the engineering cost during construction phase.Combined with the principle of dynamic control, flexible, systems, information feedback, it analyses influencing factors of the engineering cost during construction phase, and systematically describes dynamic control processes and steps of the engineering cost during construction phase.With gray theory, GM (1,1) model is applied into forecasting the project cost during construction phase, then the cost deviation and reasons are found out, finally the dynamic adjustment measures are given in time.Applying programming theory to establish a linear programming model on the allocation of human and material resources, it regards the minimum of explicit and implicit costs as the objective function, and takes the various constraints of manpower and material resources into account; during construction phase, the relationship between project quality and cost shows as saddle curve, namely, no matter the quality is higher or lower, it all leads the engineering cost to increase, by programming theory, a nonlinear programming model quantitatively is established on the allocation of human, material and equipment resources, it takes the activities quality of the workers, the coordination degree of equipment supply and the configuration level of material into account; as the duration compression increasing the project cost directly, a nonlinear programming model quantitatively is established on the critical path compression, it regards the minimum of duration costs compression and incremental resources as the objective function, and takes the maximum utilization of resources, the face restrictions, the working rate and continuous process into account.Through comparative analysis of examples in application, the optimized configuration, compared with the traditional model, under the precondition of quality slightly improved, significantly reduces the engineering cost, and it will provide technology support to the practice of engineering cost during construction phase on the quantitative optimization.
