In recent decades, the city construction in our country has achieved an enormous development, and urban road construction is now in a high-speed growth stage. Urban road asphalt pavements, affected by natural attributes, such as the environment and the climate, meanwhile, were severely worn by the repeated action of vehicle load, which led to the gradual decrease of the asphalt pavement performance. Part of the roads even need to be renovated or rebuilt when they are not yet expected to. This early renovation and rebuilding seriously affected normal operation of urban road system. Considering the poor performance of urban roads in our country, intensive attention has been drawn to the performance evaluation and reconstruction scheme. But until now, an unified standard of improvement decision-making plan has not yet been made. Improvement plans were determined mostly by the decision makers according to their own experiences. Based on previous research results, this paper mainly focuses on four aspects, namely, the urban road asphalt pavement performance evaluation, reconstruction scheme design of asphalt pavement and asphalt pavement reconstruction scheme decision-making method.(1) In reference to “technical specifications for urban road maintenance” and “ specifications of highway asphalt pavement maintenance ” and according to characteristics of the pavement damage, this article generated a comprehensive evaluation model of urban road asphalt pavement performance on the basis of Fuzzy and Gene Mutation Theory(2) Through a thorough analysis of reconstruction project design method of asphalt pavement and a summary of reconstruction scheme practice at home and abroad, the current thesis provides viable candidates for asphalt pavement reconstruction scheme.(3) Having referred to a large number of research materials and summarized the existing design methods of asphalt pavement reconstruction scheme, this article proposed the Fuzzy Multiple- Attribute Decision Making method as the scheme selection method. The improvement plan decision-making method research was based on the proposed reconstruction plan and rebuilding of asphalt pavement evaluation system. Then, the optimal reconstruction scheme decision model of asphalt pavement was established based on the Fuzzy Multiple- Attribute Decision Making method.(4) The asphalt pavement performance evaluation model and the rebuilding scheme decision model built in this paper are then applied to the old road renovation in Zhaoshan section of Furong Avenue project. This makes the built model more practicable and specific, and in the meantime verified the feasibility and effectiveness of fuzzy and gene mutation theory and fuzzy multiple- attribute decision making method in determining asphalt pavement performance evaluation method and asphalt pavement reconstruction scheme.
