Enter the high-speed development of the 21 st century, more and more electrical equipment and power users with time changing, the changes of electricity put forward higher request. Also, as a source of power-Hydropower station must respond to the call of times, the user's demand, must ensure the stability of voltage and frequency. herefore, the focus of the researchers turned to the hydropower station at the heart of the regulation of hydroelectric generating set.This paper is to analyze the composition and control principle of hydro turbine governing system, and study the structure of hydraulic turbine governing system,deduce the mathematical expression of each component. Based on this,the paper advances adopted self-tuning fuzzy PID control of hydro turbine governing system, uses the introduction of recursive variable weight method to fuzzy process to improve precision of the output signal to blur and selects self-tuning fuzzy controller structure, designs modified fuzzy PID controller, expounds the design process of fuzzy PID controller,gives various parameters about fuzzy controller and the fuzzy control rules, then uses the system response output steady-state error, adjusting time, overshoot amount as optimize the measure. This paper uses simulink and fuzzy tools of the MATLAB software to establish the simulation model of hydro turbine governing system based on the conventional PID control system and adopted self-tuning fuzzy PID control system, hen studys and analysis two kinds of operating conditions which includes frequency disturbance and load disturbance. Results show that the output of the fuzzy PID control of water turbine governing system has better dynamic characteristics, which has great reference value to improve the precision of the control system.
