The hydro turbine governing system has an important significance for maintaining the stability of the frequency of power grid and the performance of hydro turbine governing system has an impact on the quality of electric energy. Therefore, it is necessary to build the model of hydro turbine governing system to simulate the real situation and optimize adjustment scheme. The two main researches in this paper are the development of simulation platform of hydro turbine governing system and design of fuzzy PID controller.Based on the detailed analysis of the main part of the turbine regulating system,including governor, turbine, penstock and generator, this paper uses modular modeling to derive transfer function and build mathematical model. Then, a simulation and optimization interface of turbine regulating system based on GUIDE platform is designed to realize many functions such as importing data, displaying data, model simulation,parameter optimization, printing report and editing of fuzzy control.Finally, for the conventional hydro turbine governing system has difficulty in PID parameters tuning, a preliminary research on turbine regulating system based on fuzzy PID control is done and a kind of fuzzy PID controller based on the fuzzy rules table of PID parameter which is combined with the practical experience and test results to establish is designed. By building simulation model on Simulink platform and carrying on simulation under the condition of frequency disturbance and load rejection makes analysis and comparison of the control effect between fuzzy PID controller and conventional PID controller.The simulation results indicate that the fuzzy PID controller is better than the conventional PID controller on performance indicators under the condition of frequency disturbance. But the difference of control effect is not obvious under the condition of load rejection. So some fuzzy control rules need to be further improved.
