After China’s accession to the WTO, the construction market gradually open, with the development of the internationalization of construction industry, which the Construction market competition will be increasingly fierce. Facing such severe market challenges, the China construction enterprises want to survive, which must strengthen the enterprise core competitiveness, and improve construction enterprise cost management, and strengthen the foundation of the enterprise cost management—cost prediction. So how to improve the cost prediction is the core issue of China construction enterprises need to be addressed.Paper based on the viewpoint of system science, which combined with BIM technology and relevant theory of constructing the foundation platform of enterprise cost prediction system.The model realizes integration management of the engineering project whole life cycle, which solve the project of information between different stages and different to participate in the organization fault and information loss problem, provide the basis for the construction enterprises cost prediction system. Second, analyze the construction enterprise cost prediction system, and puts forward the necessity to build and use of information theory.Based on system theory and related theory and method to build the construction enterprises cost prediction system, and making construction enterprises cost prediction system can realize value maximization. Then, this paper puts forward that using fractal yuan to achieve the efficient retrieval component retrieval way, and improving the efficiency of construction enterprises cost prediction.
