With the rapid development of China's civil aviation industry, air traffic flow has increased year by year, as one of the key navigation system, the instrument landing system (ILS) ensured the safety of the aircraft's takeoff and landing in a long time. However, with the increase of service time in ILS, it will reach the limit state of service life in many airports of our country. In addition, according to investigation, there is a long time to use the new navigation technology, and the continuous operation of ILS also helps to improve the operational efficiency. At the same time, ILS in extended operation will also bring greater pressure of the operation risk to the unit. In order to achieve the balance between benefit and risk, the research on risk evaluation and control strategies in extended operation has become a major issue.For the realization of continued risk control, this paper recognize the dangerous resource and the risk events, and set up the evaluation index system on ILS in extended operation by risk identification, based on paper study and analysis in airports. Then, construct the risk evaluation model of ILS in extend operation by the structure learning and parameter learning in Bayesian network. After that, it gets the simulation analysis about the models by using GeNIe, and then verify the applicability of the model finds based forward reasoning and finds the most possible risk reasons based reverse reasoning. Finally, the risk control strategy has been proposed in the life cycle management of ILS, which is the combined method of cost benefit analysis and risk evaluation, meanwhile, build the control measures of key risk factors. Therefore, it will be helpful to the continuous safe operation of ILS in extended operation by using the feasible risk assessment model and the corresponding risk control strategies.
