Study On Low-carbon Eco-city Of Hefei Binhu Ecological Construction

Accelerating process of urbanization and extensive urban development have led to many urban diseases, such as environmental pollution, energy shortages, traffic congestion, reduction of arable land, water shortages and so on. These problems brought lots of harm to urban residents, and seriously affected the healthy development of the city and the health of residents. Facing the series of urban problems, developing ecological city, the development of low carbon and ecological route is the only way out.As an important regional center city in the eastern region, Hefei is also faced with how to achieve the coordination and harmonization of economic social development and ecological environment construction, as well as promote city overall coordination and urban sustainable development. In 2013, Hefei was identified as the first US-China low-carbon eco-pilot cities by Department of housing construction. In May, Department of housing construction further selected the 17.8 square kilometers core area in the Southern District of Binhu new district as a US-China low-carbon eco-city pilot demonstration area. Aiming at this area(namely low-carbon eco-city Lakeside), on the basis of understanding the explicit connotation of the eco-city and referencing ecological city construction practice at home and abroad, this paper puts forward with the constructing principles of the index system of eco-city, And based on this principle, established Quality Evaluation Index System of Hefei Binhu low-carbon eco-city which contains 40 indicators, of which there are 15 controllability indicators and 25 guiding indicators. Finally, we discussed the incentives of ecological city construction, and made some recommendations for Binhu low-carbon eco-city construction incentives. I hope the ecological index system and incentives can be of some help to the ecological construction of Binhu low-carbon eco-city.
