Research On The Implementation Effect Of Green Building Incentive Policy In Urumqi

In recent years,China has attached great importance to the sustainable development of green buildings,and promulgates various supporting policies to promote the popularization of green buildings,which has laid a foundation for the sustainable and stable development of green buildings.At present,all regions have issued green building incentive policies according to their own conditions,and issued a series of documents to help implement the policies.Accurately grasping the influencing factors of policy implementation and objectively analyzing the effects and problems are of great significance for the government to guide the construction-related industries to better implement green building incentive policies.Based on a wide range of related literature on green building development,green building incentive practices,the study mainly used questionnaire and interview,to investigate the implementation status of green building incentive policies in Urumqi.First of all,208 questionnaires were distributed to Urumqi residents to know about social recognition on green building and its incentive policies.Secondly,the study interviewed 12 people,including building developers,building materials enterprises,ready-mixed concrete companies,architectural design institute and relevant construction administration department and front-line employees.Based on the investigation and analysis,five major problems were found: insufficient public awareness of green building in the implementation of green building incentive policies in construction-related industries in Urumqi,misunderstandings in green building technology choices,inadequate government economic incentive policies,and small-scale production and application of green building materials.Through objective analysis,the reasons for the above problems lied in imperfect legal system,including various factors from the government,construction companies and the public themselves.Finally,based on the research results,this paper put forward corresponding countermeasures and suggestions of Urumqi City in improving the government policy to effectively play the guiding and supporting role in the sustainable development of green buildings in construction-related industries: strengthening publicity and training;promoting green building according to local conditions,making targeted adjustments to fiscal and tax policies and build a policy system centered on low-carbon economy,promoting the popularity of green building materials,establishing a standard system to promote the standardized development of green buildings.
