Port dredging work is the primary method for the routine maintenance of ports, terminal basin, waterways and other infrastructure construction, and is the safeguard for the traffic safety and navigation security of maritime traffic and river waterway running traffic. Dredging work is related with various kinds of aspects. Dredging may bring changes on the local topography, flow and water quality conditions. Oil omissions of dredging equipment will affect the water environment, the odor and noise generated by dredging equipment will affect the social environment. Improper handling of the dredged seabed sediment will cause secondary pollution. Therefore, it is very important and necessary to develop a reasonable and optimal dredging program before the implementation of port dredging project.In this paper, we focus on the design and optimization of port dredging and construction program. Research on the selection of dredging equipments, dredged mud treatment program, the impact on the environment due to dredging, the design of port dredging program are discussed. Taking Gizan Port as an example, detail dredging program and its optimization is presented. The main work and results are as follows:(1) The factors to be considered in selection of the port dredging equipments are analyzed. The operation mode and application condition of dredging equipments are described. The design method of harbor dredging equipment programs is proposed.(2) In terms of the merits and demerits of the approaches used in port dredging, namely the ocean dumping and hydraulic reclamation, essential factors to be considered in selection of mud dumping area and hydraulic reclamation field are analyzed and the optimal design for port dredging hydraulic reclamation and mud processing scheme are presented.(3) The environment impacts of port dredging are analyzed, including the impact on marine water quality, atomosphere and land, based on which, an optimization design of environment protection scheme in port dredging is proposed.(4) The beforehand preparation, field layout and equipment configuration of harbor dredging are described. Theoptimized design scheme of in situpointtrial excavationis proposed and the timely optimization program during the construction process is investigated.(5) Taking the dredging project of Gizan Port, Saudi Arabia as an engineering example, the general situation, the general construction layout and the overall amount of the dredging project are introduced, selection of construction equipment and matching work scheme, design scheme of the ancillary facilities, the overall construction scheme and construction process are illustrated, and the optimal scheme for the in situ point trial excavation, and environment protection mearsures in hydraulic reclamation field are given.
