With the speeding up of urbanization process, the situation that the existing flood control and storm drainage infrastructures which can not match with this process causes serious urban storm water logging. Tianjin over the years has suffered from frequent rainstorm disasters, causing the roads and traffic paralysis, frequent accidents and even casualties. In recent years with the increasing of urban infrastructure investment, some measures of flood controlling and storm drainage have played a role, but water logging problems of central city are still serious. These problems which have had serious effects on people's life and work can not be ignored. The warning work of urban rainstorm logging gets more and more people's attention. Based on this, in this paper, the warning indicators of urban rainstorm logging and the seeper in different storm were studied. The main research contents and conclusions were as follows:(1) According to the importance of location, the usage of the land features of terrain and climate characteristics etc. of Tianjin city, this paper put forward three kinds of standards and two sets of plans which divided different areas into different levels. We choose the optimal case according to the comparative analysis and evaluate the capability of the drainage combined with different areas.(2) According to the needs of Tianjin rainstorm warning and emergency response, combined with the weather, rainfall, water logging, river levels, and other actual situations, we established a warning index system based on the aspects of rainfall, water depth, time of water logging of Tianjin urban, ascertained the threshold value and put forward the corresponding measures under the graded warning.(3) Tianjin center urban rainstorm seeper calculation model was established and also tested in this paper. The results showed that the model had certain credibility.(4) The 24 h design storm whose rainfall reappearing period is 3 years, 5 years, 20 years was analyzed under different frequency, and the above established warning model was used to simulate water logging of the different reappearing period designed storm. According to these, we got the index of water influence range and storm water depth. Based on this, the early warning analysis and partition were concluded.
