With the development of society and economy, the establishment of modern flood prevention and disaster mitigation system, which combining the flood control engineering measures and non-engineering, reservoir flood control operation is more and more highlighted. As an important link of the flood control and disaster mitigation system in Dalian, the flood season of Yingnahe reservoir flood dispatching decision not only protect reservoir upstream and downstream flood control safety, also make a great contribution to the whole Dalian city flood prevention and disaster mitigation. Reservoir flood dispatching plan decided how to reasonable scheduling reservoir during flood season, thus making the river reservoir flood dispatching is suitable for the scheduling scheme is the basis of reservoir flood season of flood dispatching decision support. This article is based on the characteristics of the Yingnahe basin, through the analysis of the flood control scheduling scheme of the reservoir, established suitable for scheduling scheme of flood dispatching of the reservoir during flood season, Research on and application of the flood control dispatching of Yingnahe reservoir.The main research contents and results were as follows:(1) According to there is not suitable for the reservoir flood dispatching scheme after the reconstruction of Yingnahe reservoir, the conventional scheduling scheme of the reservoir was studied. Based on the reservoir design floods of different frequencies and operation principle of the reservoir, the conventional scheduling rules of the reservoir was developed, and different frequency of the design was simulated scheduling by using the operation rules of the reservoir. According to the problems existing in the normal scheduling of the Yingnahe reservoir, this paper studies the use of flood forecasting and water recedes forecast information of reservoir flood control forecast operation. On the basis of using the reservoir flood forecasting scheme and water recedes, this paper analyze the basic framework of the reservoir flood dispatching, study of reservoir flood control forecast operation mode and its discriminant index, established the forecast operation scheme of Yingnahe reservoir. Results show that the scheme protect the economical benefits of the reservoir, at the same time, increase the reservoir flood control benefit, to ensure that the reservoir flood control safety, completes the reservoir flood control task, can be used in the reservoir flood dispatching.(2) In order to improve the reservoir flood dispatching decision-making level, based on the flood forecast scheme of Yingnahe reservoir, this paper studied on the reservoir real-time flood dispatching decision support. Based on face time information of the reservoir, the reservoir real-time scheduling decisions processes was made, and analyzes the relationship between rainfall and runoff, and analyzes the flood situation of Yingnahe reservoir, and use the typical flood events as the instance validation. The results show that the Yingnahe reservoir can complete the tasks of the reservoir during flood season.
