Dalian Municipal Budget Ecological Road And Bridge Works

Since the 1980 s,China's urbanization process of entering a period of rapid development.At the same time,the process of urbanization,there are also over-reliance on natural resources and over-exploitation and utilization of natural resources is not high.Municipal road and bridge projects as urban construction process more common engineering activities,which is very significant impact on the construction phase and the operational phase of the ecological environment in,in a short time is difficult to repair its impact on the natural ecological environment.The loss of value of ecosystem services in the construction unit project budget preparation,construction will tend not to produce included in the project budget.Study on the ecological budget municipal road and bridge projects,and previous research is divided into two ways and methods: First,on the basis of municipal road and bridge projects on ecological environment impact assessment,ecosystem service losses estimated magnitude of value system adverse ecological impacts caused by this methods lost ecological benefits of ecosystem service value as ecological budget,the essence is to compensate the loss of ecological services shall achieve the target value as an alternative to the ecological value of budget costs;Second,from the perspective of project budget,is to Balance of Farmland baseline ecological restoration project budget,this approach focuses on estimating the ecological costs,ignoring the ecosystem service goals of ecological restoration project,whether ecological restoration project to achieve the loss of ecosystem services not considered for the recovery process duration and other issues not yet depth exploration.On the basis of previous studies,Dalian municipal road and bridge projects for the study,with the ecological environment impact assessment,Ecological Service Function Evaluation and results of previous studies of ecological budgeting system,Dalian municipal environmental impact of road and bridge construction projects evaluation report is based,and the project conducted field visits to the ecological environment impact assessment estimated loss of ecosystem services as road and bridge engineering ecological budget target,based Habitat Equivalency analysis method to determine the objectives to achieve ecological benefits of different land use of ecological type of recovery and the recovery time scale projects,ecological restoration project cost estimates and maintenance costs,compensation for loss of ecological services system to achieve the desired ecological cost that is eco-efficiency ecological budget.In this paper,three types of municipal Dalian municipalroad and bridge works as an application example of the ecological budget Dalian municipal road and bridge projects were studied.Ecological final budget estimate for the case of a project of 2.7741 million yuan;eco-budget Case II project is 2.0033 million yuan;eco-budget Case III project is 1.7893 million yuan.The estimated budget for the ecological construction project into the general budget,contribute to sustainable development in Dalian urban ecosystem.
