Due to the once build, organize dynamic, complexity of construction and other characteristics on construction of housing project, any project engineering change is inevitable. As the scale of the construction project is more and more huge, the owner's requests on all aspects of housing construction project is become higher and higher, the project construction process and construction method is increasingly complicated and diversification, makes the control of housing construction project is more harder, the engineering change occurring probability. Recent years, with China's rapid rise in house prices, investors' attention in housing construction project cost is higher and higher, the control of construction project cost is the key of the construction project management, and engineering change will inevitably lead to the change of project cost. At present, domestic and foreign scholars research considered the engineering change mainly from the management and control perspective, mostly, study on impact about engineering change to the project cost are based on the quantitative analysis of price pattern of quantities detailed list. Therefore, in this paper, on the basis of the actual case analysis, combined with the methods of field survey,mathematical modeling and theoretical analysis, from the Angle of value to deeply research the relevant contents of engineering change influence the project cost, get the following main results:(1) analysis the engineering change factors on the basis of the field investigation,consulting experts, collecting data, analyzing, consultant, using the ISM model to classify factors on the engineering change affected the project cost, identified engineering change categories, get 18 evaluation index, and six change categories, established an index system of engineering change.(2) Based on grey correlation theory and fuzzy mathematics principle, from the perspective of functional analysis, combine the grey system theory and fuzzy comprehensive analysis method to analysis each categories of engineering change, and obtain function coefficient on all kinds of categories of construction project engineering change. Introducing the theory of value point of view, building the value engineering model,.(3) First of all, from the perspective of value, to evaluate the influence of engineering change. Secondly, from the point of price analysis, using the statistical analysis to analyze data. Make a comprehensive analysis of the results of two evaluations angle.(4) Through four construction actual case analysis, determine the largest impactcategories of engineering change to cost are the design changes and the construction measures change.(5) From the aspects of reduced design change and optimize content construction measures, combined with the management contract, Construction coordination, Contract management and other aspects, discussed the cost Safeguard measures from construction change control.
