Research On Establishment Of Cost Engineering Standard System In China

Construction project cost occupies an important position in the field of engineering construction.Since China’s reform and opening-up the project cost management follows the economic system reform and the modern market system,and the relevant systems continue to improve.However,the current valuation basis of project cost in China is insufficient in terms of market compliance,and the information service level of the construction of project cost database is low.In the face of whether the standard to be compiled can meet the needs of various parties,how to avoid the repetition of the standard to be compiled and the existing standard,how to scientifically define the scope of application of construction project cost standard and so on,the solution of these problems needs to establish a set of standard system for guidance.It is also an necessary requirement to advance the Modernization of China’s System and Capacity for Governance to form a clear level of construction project cost standard system,timely update the cost information in line with the market demand and provide high-quality cost service.This paper studies the whole process of construction cost standard system construction in order to make the construction industry can be standardized development.Firstly,according to the connotation of standard and standard system theory,this paper determines the theoretical methods needed to carry out the research on the construction of standard system,that is,system engineering theory,process method and classification method.Then,the paper analyzes the mode of construction project cost standard system,in the developed countries and the domestic and foreign standards system model requires that composed the contrast research,and then analyzes the status and the status quo of construction project cost standard distribution,and combined with the topic discussion of expert opinion,it is concluded that the construction of the project cost of standard system in the field of demand.When we study the standard system of construction project cost,we first need to make clear the principle and scope of the standard system,and using process method,summarized the key nodes of standard building,from the level,professional,stage,category and attribute these five categories of construction project cost standard for structural analysis,from the hall three dimensions structure model were developed in the six dimensional structure model,The framework of standard construction is described by six dimensions,and the life cycle of the standard in both broad and narrow sense is described by using Pearl curve,and the best time to update the standard is found out.The total probability formula of the life model of the standard system is obtained by using probability theory and mathematical statistics method.Then,the standard system table is designed,and the revision time is sorted by using sequence priority,so as to understand the number and status of standards in the standard system.Finally,the implementation process of the construction project cost standard system is elaborated.By describing the cycle process of the establishment,evaluation and optimization of the standard system,the evaluation index and optimization guide of the standard and standard system are given.Four operating mechanisms of the construction project cost standard system are proposed from macro strategy to management details.Suggestions are put forward for scientific operation and effective application of construction cost standard system.
