Research On The Rationality Of The Allocation Of Community Endowment Facilities In Zhengzhou City

Due to the more and more serious situation of aging population,institutional care and home care can not fully satisfy the needs of urban elderly.The elderly is facing a serious crisis of care in the spiritual dimension and daily life which came up with an urgent demand to community endowment.Configuration of Community endowment facilities is the focus point in the development of community endowment.At present the research about community facilities for the elderly are more concentrated in concept,policy and architectural design and other aspects of research.But the research from the perspective of matching and layout of community facilities for the elderly is less.Starting from the theory which was contacted with configuration of community endowment,the paper summed up the experience of the Community Endowment facilities development in United States,Britain and Japan.It combed the domestic research status and discussed the special planning of Community Endowment facilities in Beijing,Shanghai and Shenzhen.It resolved the characteristics and corresponding needs from the perspective of the physical,psychological and behavior and then presented the influences for the configuration and layout of Community endowment facility which were needed by the elderly.Through the field investigation of some community endowment facilities in Jinshui District and Zhongyuan District of Zhengzhou City,the paper summed up the construction area,function and layout characteristics of every facility and found four current problems which including imbalance of the ratio,loss of the function,name confusion and lack of the care service.Through the questionnaire and interviews of the elderly in Zhengzhou City,it summarized the practical needs of the elderly which includes elderly needs day care service higher and community care facilities can not meet the needs of the elderly,the elderly to service quality expectation higher actual demand.Based on the current problems reflected in the field visits and the practical needs of elderly which were founded in the questionnaires,the paper proposed recommendations in three areas of matching,layout and siting policies.It included recommendations of improving the pension system and adjusting community endowment facilities index in Zhengzhou,full integration of community resources and achieve the layout,the layout of the new city difference suggestion,and improving laws and regulations,policy,financial support,strengthening the residents links to participate,improving the service personnel’s professional quality and planning guide non-governmental organizations involved in community care facilities four relevant policy recommendations.
