| The 20th National Congress of the Communist Party of China explicitly stated the need to implement a national strategy for actively addressing population aging,developing elderly care services and industries,and promoting access to basic elderly care services for all elderly citizens.Currently,addressing population aging has become a national strategy,and how to optimize the supply of urban and rural elderly care services and promote the high-quality development of elderly care services and industries has become a major issue to be urgently addressed in China’s modernization process.Under the "9073" elderly care pattern,China’s elderly care system mainly consists of three modules:family-based elderly care,communitybased elderly care,and institutional elderly care.Against the backdrop of the "421 family structure",the development of community-based elderly care has become mainstream in order to meet the needs of elderly people to "age in place" in their original residences.As the carrier of elderly care service resources,the rationality of the spatial layout of community-based elderly care service facilities a decisive impact on bridging the supply-demand gap.Therefore,based on more reliable POI data,this article evaluates the accessibility,service coverage,and proximity of community-based elderly care service facilities in Yangzhou City from the perspective of spatial layout rationality,and optimizes the existing layout through buffer zone analysis and location-allocation modeling.This article first reviews the relevant research on community-based elderly care service facilities at home and abroad,providing a basis for selecting evaluation indicators.Secondly,based on relevant theories,the supply and demand status of community-based elderly care service facilities is described.On the supply side,the construction of facilities and their spatial distribution characteristics are statistically summarized.Meanwhile,the facility demand is transformed into demand based on the current status of the elderly population and policy text requirements,providing a basis for the formulation of evaluation criteria.Thirdly,from the perspectives of accessibility,coverage,and proximity,the spatial layout of community-based elderly care service facilities in Yangzhou City is evaluated for its rationality.Finally,in response to the existing challenges in the layout of elderly care service facilities,the buffer analysis and location-allocation model are used to optimize the spatial layout of communitybased elderly care service facilities in Yangzhou City,and relevant policy recommendations are proposed.The research results indicate that there is a supply-demand mismatch in communitybased elderly care service facilities in Yangzhou City.In terms of accessibility,the accessibility of facility locations in urban and rural areas in Yangzhou City is significantly different,and there are still blind spots that can’t be reached within a 15-minute walk.In terms of coverage,the service functions of the existing facilities are not comprehensive enough,and the service coverage of elderly care facilities under different streets varies greatly,with both service blind spots and facility overload phenomena coexisting.Regarding the proximity of communitybased elderly care service facilities to other public service facilities,there are location differences in the proximity of elderly care facilities in different streets to public infrastructure such as medical facilities,bus stops,and leisure facilities,and the proximity of the elderly care circle to other service circles is low.This article proposes optimization of the spatial layout of community elderly care service facilities in Yangzhou City based on the Buffer Analysis Method,Location-Allocation Model,and Minimum Cost Model,following the optimization logic of "range delineation-coordinate locking-facility determination".In response to the irrationality of the current layout,the optimized layout includes the establishment of 18 community-based elderly care service centers,while retaining the existing 68 community-based elderly care service centers.Relevant strategies are also proposed to provide ideas and suggestions for the optimization of the spatial layout of community elderly care service facilities in other regions of China. |
