In recent years, with the increase of the national economy, the development of China's electric power industry is ever more flourishing. As the basic unit for power grid operation, substations undertake heavy production tasks and generate and process a large quantity of information every day. Because substation management information construction among substations and superior sector substation work areas thereof have problems of irregular records, manual day-to-day accounts, heavy repetition workload as well as low availability rates and share rates of information at present, the substation management information system has become the focus of attention. Therefore, using the computer network technology to improve the present situation of management of the substations, accelerate the acquisition, transmission and processing of management information and improve its accuracy has become the essential means for substation operation management.First of all, this paper expounds the composition and structure of the substation management system, focusing on the need analysis of the management system, describing the function requirement of each module in details for the comprehensive goal of the system in detail. Secondly, this paper elaborates the architecture and functional design of the substation management system, and it introduces the logical architecture of the substation management system, focusing on the function design of each subsystem, including the IPO chart and the ER chart of the system.The management system uses a four-layer model, including a data storage layer, a presentation layer, a control layer and a model layer, they are mainly used for managing primary and secondary equipment accounts of the substations, operation conditions and records of the substations, documents and records of the substations, technical data and drawings and so on. It mainly includes the general situation of the substations, equipment management, operation management, management of two tickets, safety management, team management, system maintenance and help subsystem modules, so that substation operation sectors can master all work information timely and accurately.Finally, on the basis of C + + Builder language design, this paper develops a set of total substation management system which is based on substation overall consideration and has the flexibility, the system, which adopts the SQL Server 2000 as a database and uses the Excel 2003 to form a report system, can run on the Windows 7 operating system. The overall effect sketch of the system and the implementation condition of each sub-module are given, and because the system uses the operating system familiar to users and also has a friendly man-machine interface, it is in line with the operation habit of substation management personnel, thereby greatly reducing their repetitive labor of the personnel and effectively improving the work efficiency and the overall economic benefits.
