As the main modes of transportation in China, railway transportation has been carrying a large proportion of the transportation of dangerous goods. From the point of the whole railway administrations, the transportation of dangerous goods is mostly concentrated on the private railway line. Private railway line transportation of dangerous goods has many practical difficulties such as with a lot of intermediate links, many types of dangerous goods and so on, which increases the risk of transportation. In order to reduce the risk of the private railway line transportation of dangerous goods, protect the security and reliability of transportation, we need to analyze and evaluate the safety of the private railway line transportation. At present, the safety evaluation of the private railway line transportation of dangerous goods mainly focuses on quality management and equipment facilities, which belongs to the qualitative evaluation, and it relies more on the management experience, which is lack of pertinence and theoretical guidance. Aimed at this deficiency, this paper proposes the method of combination of qualitative judgment and quantitative to evaluate the safety of the private railway line transportation of dangerous goods.First of all, this paper summarizes the main achievements of domestic and international scholars about the safety evaluation of the transportation of dangerous goods, then further states the safety evaluation method of the private railway line transportation of dangerous goods, on the basis, this paper analyze the possible transportation risk factors.Secondly, from the actual situation of the private railway line of dangerous goods, the factors that will affect the safety of the transportation of the dangerous goods are analyzed one by one. To establish a more comprehensive and targeted evaluation index system for the evaluation of the safety of the transportation of dangerous goods.Then, based on the theory of neural network and particle swarm optimization algorithm, analyzing the advantages and disadvantages and their application in each field of them, and discussing the feasibility of their combination to establish the risk assessment model. Determining the training samples by using expert scoring and the parameters of BP network topology structure model. Then, with the aid of MATLAB software tool to complete the training of neural network.Finally, this paper take the private railway line of China petroleum Ningxia Petrochemical Company as a research object to validate the model. The result shows that the model has high reliability and availability. In order to further determine the size of the degree of influence of each influence factor index parameters on the final results, to do the sensitivity analysis of each index, the result shows that the following four factors that the transportation equipment of dangerous goods, load tools, safety monitoring and alarm facilities, emergency and first-aid facilities have the largest affects on the company's private transportation safety.
