In recent years,with the steady and rapid development of economy,Xiamen port,as well as many other domestic ports,not only the cargo throughput increased year by year,also the number and tonnage of in-port ships is constantly growing.The development trend of in-and-out port ships to the modernization and large-scale size is obvious,and the traffic flow of these ships continuing to increase,which will definitely increase the demand of the Xiamen Bay waters anchorage.When evaluating whether the configuration of a port anchorage is reasonable or not,the important indicator including the stabilization of the port operation,the safety of the ship anchoring etc.,which have an impact on the economic and social benefit of the port.In the circumstances,to ensure the science reasonable configuration and optimization of the port waters anchorage has become an important research subject guaranteeing the safety of the ship anchoring.In this case,in order to meet the requirement of the ship in-and-out of the port safely and efficiently,the construction of harbor anchorage and other basic maritime traffic facilities are particularly important.Setting an optimized and reasonable anchorage capacity have a close relationship with the sustained and healthy development of port and shipping industry.The anchorage configuration is closely related to the number and tonnage of ship,the type of ship,traffic density and other factors,therefore,we put forward to the research on requirement of anchorage in Xiamen Bay.Safety assessment of ship anchoring study on anchorage planning in Xiamen Bay of this paper,all of the work and planning was derived from the actual business needs of Xiamen port waters in-and-out port ships mooring.On the basis of summarizing and analyzing the actual ship mooring of the nautical practitioner's experience,this paper is divided into eight chapters.Taking the quantity demand of the anchorage for different types of in-port ship in the future as the research object and based on Xiamen Bay waters configuration present situation,we combed and classified various factors which may affect the safety of the ship mooring at harbor water area and taking analytic hierarchy process to clearer every influence factor,building the influence factor system concerning the safety of the port waters anchorage and safety evaluation mathematical model for the future ship mooring of Xiamen Bay waters,and evaluating the safety of the anchorage.Based on AHP,multi-level fuzzy comprehensive evaluation method is adopted to assess the safety of the anchorage configuration,and to propose the optimized and reasonable anchorage configuration programs and measures,which will play a critical role in choosing anchorage configuration by ports management department,improving the safety of the ship mooring in Xiamen Bay waters and providing the reference for the future port of anchorage configuration and optimization.
