In recent years, China's shipbuilding industry has developed rapidly. However, serious environmental pollution and energy exhaustion is still alive in the production processes, and cleaner production is an effective way to solve these problems. The grade comprehensive evaluation of cleaner production of shipbuilding industry can help shipbuilding industry achieving sustainable development. The grade comprehensive evaluation of cleaner production of shipbuilding industry includes not only clean production evaluation index system but also grade comprehensive evaluation methods, there is still no domestic shipbuilding industry clean production standard, as well as researches on the comprehensive evaluation methods of cleaner production of shipbuilding industry are not perfect. So this paper studies on shipbuilding industry, establishes the cleaner production evaluation index system and grade comprehensive evaluation of cleaner production of shipbuilding industry.The main contents of this paper are summarized as follows:(1) According to shipbuilding characteristics and international practices in developed countries, based on the principle of Construction of Clean Production Index System, this paper establishes the evaluation index system of cleaner production of shipbuilding industry, which is a hierarchy with three levels, where there are 6 evaluation indexes in the second level and 31 evaluation indexes in the third level. Reference the cleaner production standards of other sectors promulgated by domestic, this paper divides the evaluation index system of shipbuilding industry into three grades, where the grade e1, represents the advanced level of the international cleaner production, the grade e2 represents the advanced level of the domestic cleaner production, the grade e3 represents the common level of the domestic cleaner production. According to technology, equipment, management level and pollution emission standards, this paper gives reference values of individual indicators of various standards.(2) On the basis of analysis of the current common weight calculation methods, combined with Delphi and AHP, this paper determines the weights of all 31 grade comprehensive evaluation indexes by sending questionnaires to 10 experts and calculating weights using Yaahp.(3) Utilizing Fuzzy Comprehensive Evaluation methods, this paper constructs grade membership functions of qualitative and quantitative indexes for grade comprehensive evaluation of cleaner production of shipbuilding industry. This paper points out that the maximum membership principle is inapplicable to determining grades of cleaner production of shipbuilding industry. Hereby, through introducing the concept of grade eigenvalues and analyzing its applicability, the grade eigenvalues are expressed as two-tuple semantics, and hereby establishes a grade comprehensive evaluation two-tuple semantic method of cleaner production of shipbuilding industry.(4) This paper selects three representative shipyards for case study. Based on the establishment of clean production Comprehensive Evaluation Method, the shipyard A1, A, and A3 are finally evaluated to the grade e,. However, the extent of cleaner production of these three shipyards are not completely identical. Their order is A3>A1>A2, which is consistent with the real situations of the three shipyards. These research results show that the grade comprehensive evaluation model and two-tuple semantic method of cleaner production of shipbuilding industry are of applicability.This paper establishes the cleaner production index system and grade comprehensive evaluation two-tuple semantics of cleaner production of shipbuilding industry and using case analysis to verify its excellent suitability for clean production of China's shipbuilding industry.It provides not only a new evaluation and management method, but also using for reference to study of theory and application of other similar fields.
