As a subsystem of Intelligent Transportation System, Parking Guidance System's investment is large and the technology that involved is comprehensive, it will have a greater influence to the social, economic and environment. In order to accurately determine whether the Parking Guidance System achieves the desired goal and functional requirements, and whether it achieves the expected effect level, and provides a scientific basis, such as project implementation and project feasibility study in the management, the effect of the implementation ,the scheme selection and the optimization of existing system, etc. A regional parking guidance system comprehensive evaluation system and evaluation models is proposed.Based on the region Parking Guidance system, this thesis considers the influence comprehensively in such factors as the economy , technology , society and environment ,etc., and arranges the regional parking guidance system primaries comprehensive evaluation index system, and the direct affective relationships of every primary index are investigated and analyzed by the affective factor analysis model based on DEMATEL method, establishes the direct impact matrix and the comprehensive impact matrix of every primary index, filtrates and optimizes the primaries comprehensive evaluation index system by the result, avoid the duplication of evaluation information correlation caused by the related in indicators. The thesis establishes a reasonable and effective regional parking guidance system comprehensive evaluation index system.In this thesis, the method of fuzzy AHP comprehensive evaluation is used to establish the evaluation model. This method merges the quantitative of analytic hierarchy process and the inclusiveness of fuzzy comprehensive evaluation. It mainly reflects on firstly the evaluation index system is divided into sectors of the delivery structure and use AHP to determine the index weight, and then do fuzzy comprehensive evaluation, finally obtained the evaluation results synthetically. In the process of determining the index weight by using AHP method, the thesis uses methods based on DEMATEL achieve the results of the relationship in indexes, establishes the relative important judgment matrix in indexes. The evaluation model not only increases the objectivity in the process of comprehensive evaluation, and also reduces the impact of human factors in the process of determining index weight, meanwhile, maintain the fuzzy of indexes. According to the established regional parking guidance system comprehensive evaluation index system and model, conducted a comprehensive evaluation to the region of clock tower in Xi'an, it approves the evaluation system and the reliability of models are verified.
