In recently, with the rapid development of China's urbanization, the urban building density is increasing, which increases the proportion of urban impervious underlying surface, reduces the urban rainfall infiltration, increases rainfall runoff,peak volume and flow velocity of stormwater runoff, shortens rainfall runoff confluence time, makes peak flow appeared earlierly, significantly increase pollution load, reduct groundwater recharge and so on. Rapid urbanization dosen't only increase the pressure of urban drainage, but also lead to a major source of urban waterlogging and water pollution. To solve the problem of urban stormwater, our country puts forward an idea of “sponge city” that means to build low impact development rainwater collection and utilization systems.Currently, low impact development gets more and more approval. Its development can provide new ideas to solve the problem of urban stormwater and a new way to improve the urban ecological environment. Low impact development rainwater collection and utilization system is a combination of environmental benefit, economic benefit and social benefit, emphasizing to control the source of urban rainfall runoff. Therefore, it is necessary to establish a scientific, rational, systematic, reliable and workable assessment system to evaluate the comprehensive performence of LID stormwater management technology. The establishment of assessment system is also important for the idea of low impact development to apply to sustainable management and design of urban storm.In this paper, the researches about urban LID stormwater management technology comprehensive performance assessment system include the following:(1) This study summarized the LID stormwater management technology and the comprehensive performence of the LID stormwater management technologies, and compared the advantages and disadvantages of several modern comprehensive evaluation methods. According to the actual situation, the general principle of evaluation method selected and object of study, determined the fuzzy comprehensive evaluation method to evaluate the comprehensive efficiency of the mountainous city LID stormwater management technologies.(2)Goals, ideas, principles and overall framework of urban LID stormwater management technology comprehensive effectiveness assessment were put forward. Research by using Delphi method, screening "environmental benefits", "social benefits" and "technical performance and economic benefits" which reflect LID stormwater management technology integrated performance, establalishing the assessment system including three criteria and 16 indicators. The reason of indicators chosen, the meaning and the way to be handled were described and explained in detail. By reviewing large number of literatures, the paper summarizes an assessment list of technical performance and economic benefits of the typical LID stormwater management technology. Combination with AHP 1-9 scale assignment method, the indexes value were re-assign, then, each the synthetic weight of indexes were calculated. Referring to existing national, local and industry standards, norms and technical guidelines, etc., norms and standards of 18 indicators were identified and evaluation criteria levels were divided.(3)Comprehensive evaluation model was applied to in Chongqing Yorkville LID demonstration area.(1)the LID construction situation of Yorkvill was investigated, and the application of and the design parameters LID stormwater management measures in Yorkvill demonstration area were summarized;(2)according to the survey of study area, collecting meteorological data, monitoring stormwater quality and quantity data, Yorkvil status quo model was established by using SWMM model.The model parameters were calibrated and verified through the stormwater quality and quantity data and rainfall intensity data of September 2, 2013 and August 11, 2013;(3)selecting a rainfall event on July 18, 2013 to simulate the situation of LID stormwater management technology construction before and after in study area;(4)comprehensive evaluation method was used to Yorkville LID stormwater management technology comprehensive performance assessment, the value of Yorkville LID stormwater management technology comprehensive performance was 77.43, which belongs to grade?. The evaluation results were consistent with the actual situation.
