Based on the “Thirteen-Five”green urbanization background,our country put forward the construction of sponge city,in order to effectively alleviate the city waterlogging,water resource shortage,deterioration of the city environment and so on.This way could realize the process of natural circulation of urban rainwater and have be widely applied in the transformation of the old city and the construction of the new city.But the urban fringe as a transitional space of city and country and the most active and complex area,which had assumed the most important functional area of the city space,ecological reserve space and the future of urbanization construction.When the early stages of planning and construction in urban fringe,it could be cited the sponge city concepts,combining with the city fringe diverse landscape,and used by the LID technology.Not only protected the sensitive ecosystem of urban fringes and maintained the natural ecological system structure,but also could create more beautiful urban fringe green space in meeting requirements of community public space to achieve the requirements of the new urbanization.In a certain of new requirements for city planning work according to the complex characteristics of the urban fringe,based on the city planning,landscape design,water supply and drainage,and urban sociology,this paper have combined with the "Sponge City Construction Technology Guide" introduction with the theories of urban sociology,systematically studied for the theory and framework of the cortrolling planning of rainwatr storage at green space of urban fringes.Not only to be widen the application of LID,also provides a scientific and feasible method for qualitative assessment of regional conditions and the interests of LID system.This framework consists of three stages: ? stage of basic information database building;b General processing stages(integrated natural resource condition analysis and comprehensive analysis of social stakeholders);c green space in urban fringe of rain and flood storage control planning stage.As the Yunlong Demostration Zone in Zhuzhou for an example,by cortrolling planning of rainwatr storage at green space of urban fringes with LID,it have put forward the green rainwater storage control design planning,design storage capacity scale,screening for low impact development facilities and formulate the corresponding layout principles,construction of stormwater retention corridor andgreen design framework,combined with the financial problems put forward relevant construction financing approach.
