With the rapid development of urban motorization, the urban traffic problem is increasingly severe, which heavenly hampers the urban development. The government strongly advocates improving public transportation system, making full use of road resource,solving issues like the traffic congestion. However, it’s hard for public transportation system to solve the problem of “Last Kilometer”. Under this circumstance, the public bicycle has been developing rapidly in cities, for it is low carbon, environment friendly, flexible and also suitable for short trip. It can achieve the “no-slot joint” of public transportation system,making the green traffic travel model, “public transportation + public bicycle” comes true.The development of the public bicycle has contributed to alleviating the problem of “Last Kilometer” for transit trip. Yet there are some problems when putting into practice, the public bicycle dispatching is the main problem, which directly influences the operation effect of public bicycle system.The public bicycle traffic characteristics, the problems existed in bicycle dispatching,and the vehicle dispatching for public bicycle rental site are the main research objects in this thesis. For the public bicycle traffic characteristics, by analyzing the operation model of enterprises and the adaptation of public bicycle as well as its using features, the author points out that the unbalanced phenomena result form the fluidity and timeliness of public bicycle.As for the problems existed in bicycle dispatching and its causes, the problems in actual operation and the insufficient research of bicycle dispatching are preconditions for the thesis.The analysis for the not prompt and unreasonable vehicle dispatching indicates that the service level of enterprise and bicycle usage rate can be highly improved through reasonable and prompt vehicle dispatching method. The public bicycle dispatching is the key issue in this thesis. The public bicycle dispatching model with time window, based on the minimum vehicle scheduling cost and minimum vehicles number. By constructing this kind of public bicycle dispatching model, combined with comprehensive consideration for half-open multi depot vehicle dispatching and the punishment cost caused by waiting, designing taboo search algorithm to solve problems and to obtain the vehicle scheduling routine, the dispatching vehicle number of can be minimized. Also, the analyzing of case in this thesis manifests thatthe research results and applications can achieve expected impacts.At present, our policy doesn’t attach much importance to the public bicycle transport and its management, besides the research towards the public bicycle transport is insufficient. So it is a necessity to study the public scheduling problem, which contributes to the promotion of public bicycle, as well as provides an effective method for public bicycle operating enterprises to reasonably schedule bicycle.
