Research About Urban Reclaimed Water Of PPP Project In Concession Period Decision

Reclaimed water is recognized as the second water source of the city in the world.It has the characteristics of water source and quality relatively stable.Thus make it has great potential and market prospects.The rational use of recycled water has many advantages,on the one hand,it increased the amount of urban water resources allocation,on the other hand,it can improve the utilization of water resources and reduce the water pollution.The government take more and more attention to it in recent years because of it's effectivity of solve the current problems in water resources.PPP model referred to as “public-private partnerships”,is all kinds of contract sum of infrastructure adopt cooperation between the government and social capital.It has characteristics of project financing,limited recourse,flexible financing ways,etc.So it's favored by foreign investment and private capital.As the promote cooperation mode highly recommended by the central ministries in recent years,it has huge space for development.How will the PPP mode and urban reclaimed water project organic combined and make its play their respective advantages to promote development of the industry is the key point of this study.The research work mainly in the following aspects:(1)Studied and summarized the development and application situation of the urban regeneration water resources.Through the comparative analysis of both at our country and abroad,points out the urgency of promote the reclaimed water use.(2)Through relevant policy interpretation and field investigation,analysis the social capital into the urban regeneration water resources situation and restriction factor carries on the project.Because of the PPP model in urban regeneration water construct projects is insufficient in China,to illustrate the application of PPP model ideas and advantages is important.On the basis of the learning and summarizes the domestic and foreign advanced research achievements,Explored and studied the new ideas and solutions on the urban renewable water project in implement the marketization.(3)Through comparative study the concession period decision method.Analysis the financial analysis,method of game theory,and the Monte Carlo Simulation method contentand application form.Selected suitable research methods in this paper.Combined the financial position of the recycled water project in survey,using the relevant knowledge of economic management to identify and analysis the key factors on the concession period,which can establish suitable PPP project model for urban reclaimed water in concession period decision.(4)Finally,take a recycled water PPP project in Beijing as a case,using the CRYSTAL BALL for Monte Carlo simulation,calculation the concession period of the project.So that make the government,investors and the public have reasonable expectations and rewards.
