With the global climate change,China's urbanization is developing rapidly.Due to some shortcomings and deficiencies in the planning and design of urban water supply and drainage systems and recycled water utilization systems in the early days,it caused a series of problems such as shortage of urban water resources,severe pollution of the water environment,and serious deterioration of the ecological environment.In recent years,in order to improve this situation,the country has clearly put forward the development concept of ecological civilization.It is believed that in the planning and construction of urban reclaimed water utilization systems,the concepts of ecological civilization development and sustainable use of resources need to be implemented in order to create an ecologically sustainable urban water environment.At the same time,the urban sewage recycling system is an important part of the urban water system.The rational planning and construction of the urban recycled water system is an effective guarantee for controlling water pollution and improving the urban water environment.Therefore,based on the study of advanced foreign experience,this paper analyzes the development ideas put forward by the country and combines the status quo problems of domestic cities to propose a method for planning and designing recycled water systems that are suitable for the future development of urban water systems.First,the construction and operation of sewage treatment facilities and the utilization of recycled water in the country were analyzed.It was found that the construction and upgrade of sewage treatment and reuse facilities in China has entered a period of rapid development.However,there are still various problems in the use of recycled water in China: the status quo of the use of recycled water in various cities is quite different,and the use of recycled water in cities such as Beijing,Shanghai,and Shenzhen is much higher than in other cities;Lack of integration of reclaimed water with urban water supply management;single method of planning for reclaimed water utilization system.Secondly,by studying sustainable urban water supply models and advanced foreign cases,the connotation and advantages of the urban hybrid water supply system are analyzed,and it is found that the urban hybrid water supply model has better ecological sustainability for the development of the urban water system environment,and Use of recycled water is more efficient.Therefore,proposals for building a sustainable urban water supply system in China are put forward from the aspects of planning,operation and management.By studying the driving factors of recycled water utilization and analyzing the influencing factors of various recycled water utilization pathways,three types of assessmentindexes for recycled water utilization systems including economic cost,environmental impact,and technical performance are proposed.Combined with the experience of foreign mixed water supply models,this paper believes that for the planning and design of recycled water utilization systems,decision makers need to analyze and comprehensively consider economic,environmental and technical performance and other relevant factors through appropriate multi-objective decision analysis to select the most suitable Mixed water supply combination.Based on this,this paper proposes a multi-objective decision-making framework for urban reclaimed water utilization.Through this decision analysis framework,the best urban reclaimed water utilization plan can be derived to guide the planning and construction of future urban reclaimed water systems.
