| Water resource problem is one of the important factors restricting the advancement of urbanization and high quality economic development in China.In order to alleviate the severe water-related problems in cities,the state has issued a number of relevant construction policies and provisions to promote reclaimed water reuse in buildings with the dual role of saving water and controlling pollution.Until the promulgation of the"the ten-measure action plan to tackle water pollution",the utilization index of reclaimed water is getting stricter.However,due to the fixed awareness of"attaching importance to construction and neglecting management",unreasonable water pricing system,lack of standardized management,long-term cost greater than income,the promotion of reclaimed water reuse is hindered,water safety accidents occur frequently,and the idle rate of facilities is greatly increased.In order to implement in the promotion of the reclaimed water reuse,relying on the project of the Ministry of Housing and Urban-Rural Development"Research on the Price Policy of Reclaimed Water Reuse in Buildings",this paper comprehensively evaluates and analyzes the current situation and economy of China’s reclaimed water reuse projects that have been put into operation,combing the shortcomings existing in the operation and management,put forward the price guidance and measures suitable for China’s current situation to help the construction and operation industry of reclaimed water reuse achieve sustainable development.Firstly,through literature review and field visits,this paper studies 36 typical domestic reclaimed water reuse projects that have been put into production,and analyzes their operation efficiency,process design,technical economy and other aspects:The utilization rate of the designed treatment capacity of reclaimed water facilities is generally low,with an average value of only 64.62%;The current treatment process prefers to choose highly automated MBR process,with a proportion of 20%,saving labor cost and good water quality;The average investment index and operating cost index of reclaimed water reuse project are 3727.49 yuan/ton(m~3/d)and 2.64 yuan/m~3 respectively,both of which have obvious economies of scale;The operation of reclaimed water facilities in universities and large public buildings is better than that in residential buildings,and the scale benefit is stable;The indexes that have the greatest influence on the economy of the reclaimed water project are water quantity scale and full load rate.Secondly,establishes the reclaimed water reuse project whole life cycle cost and benefit model,on the basis of field investigation to obtain information,the whole life cycle cost and benefit of reclaimed water reuse projects in universities represented by Xiamen Huaqiao University and public buildings represented by Dashahe Park in Shenzhen are predicted and analyzed by monte carlo simulation method.The net present value of the whole life cycle cost and benefit of the reclaimed water reuse project in Huaqiao University are 37.1216 million yuan and 9.72353 million yuan respectively,with the benefit-cost ratio of 1.26,the dynamic investment payback period is 7.79 years,and the external benefit is 13.89 yuan/m~3.The net present value of the whole life cycle cost and benefit of the reclaimed water reuse project in Dashahe Park are 6.1550 million yuan and 2.8536 million yuan respectively,with the benefit-cost ratio of 1.46,the dynamic investment payback period of 7.44 years,and the external benefit is 8.76 yuan/m~3.In the actual operation process,the two projects can only maintain the state of low profit,and the return on investment is not good.However,it also reflects the strong positive externality of reclaimed water reuse projects which is beneficial to national and social development.Finally,analyzes the policies related to reclaimed water in the country and cities,and finds that there are some common omissions,such as lack of regional pertinence,severe hysteresis,and no distinction between urban reclaimed water and distributed building reclaimed water.The operation and management of reclaimed water facilities is also lack of professionalism,which not only has a large gap in operating costs,but also has unclear regulatory bodies.Based on the above problems,the paper puts forward some guiding measures including positive and negative incentives,market-oriented operation,reform of the price system of reclaimed water,regional differential development,improvement of reclaimed water technical standards,upgrading of existing reclaimed water facilities,large-scale construction of planned reclaimed water facilities,and efficient supervision. |
