As people’s living standards improve and the improvement of housing conditions,both urban and rural residents in quantity and quality of household appliances havaincreased year by year, all of these result in very significant population growth inelectricity consumption, power has become the main household energy project.Therefore, to guide residents to save electricity and scientific electricity is veryimportant. Demand Side Management is recognized worldwide as one of the mosteffective way to ease the power gap. However, the object of the DSM are mainlyindustrial companies, little attention to household electricity, and the research onspecific evaluation system is not perfect. it is difficult to accurately evaluate theenergy saving effect and equipment. How to mobilize the enthusiasm of residents tosava electricity and improve energy efficiency has become an important topic ofpower departments and research institutions at all levels.This paper presents a J2EE based three-tier architecture household electricalenergy efficiency monitoring and controlling system for the purpose of energy usagemanagement and analysis in the context of residential power consumption. The work,both theoretically and practically, involved is multifold.First, build a hardware platform for the residential electrical energy efficiencymonitoring and controlling system to serve as a foundation for the whole system. Itincludes central controller, air condition controller, lighting controller,communications platform and related database.Second, A software package is developed to give the end user a simple, friendlyand easy-to-use interface to work with. Such a work is build upon a sound overallsystem design and a good understanding of functions required.Third, A appropriate electrical energy efficiency assessment method is studied.First establish a set of proper indices and then some preprocessing is applied, such asnormalization and PCA based selection, before the final indices set is achieved. Theseindices are used to build the hierarchical integrated assessment model.Forth, Diagnostic services for electrical energy efficiency improvement arestudied. The energy consumption data collected are to be compared with presetthresholds, or with other user data in the same living district so that the user will haveinformation in the form of diagnostic reports concerning the status of the major energy-intensive appliance. On top of that advices can be given to increase energyefficiency.The design of energy efficiency monitoring and the way of energy efficiencyassessment hava theoretical and practical reference value.
